SUBJECT: HERRINGTON GENERAL PLAN AMENDMENT REQUEST SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Authorize a General Plan review, as requested by John Herrington, to redesignate lands from Single Family Residential Low Density to Multiple Family Residential Very High Density for the area between Cherry Lane, the Walnut Creek Flood Control Channel, Treat Boulevard and to the termination of Alderwood Road. 2 . The granting authorization of this request does not imply any support for this application, but only that this item is appropriate for study. 3 . By authorizing this review, staff will proceed by preparing an Environmental Impact Report (EIR) . When the Draft EIR is prepared, staff will prepare a report which will be scheduled for public hearing -before the appropriate County Planning Commission. Following this, the Commission will forward its recommendations to the Board for public hearing and final determination. Staff may expand the planning amendment area to provide a more logical planning boundary. FISCAL IMPACT The applicant shall pay an amendment fee to cover the County's costs of this study. BACKGROUND/REASONS FOR RECOMMENDATIONS This request to modify the County General Plan from Single Family Residential Low Density to Multiple Family Residential Very High Density is located within walking distance of the Pleasant Hill BART Station. Multiple Family Residential districts exist to both the east and west of the site. The planning issues revolve around whether it is appropriate to modify County policy to encourage a higher density in the area or to attempt to maintain the existing residential character of the area. Due to the large numbers of units involved the need for EIR on this project is clear.
