Accept presentation by committee. 2 . Accept report. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS Attached is the 1991 Committee Report prepared by ' the� ' 1991 Committee Chairman, Betty Castle. The Committee would like the opportunity to make a brief presentation to the Board on the report. Discussion Mobilehome Inspection: In 1991 the Committee met with the Building Inspection Department to discuss the requirements for the State inspections of mobilehome park to enable the Committee to address the concerns of mobilehome park owners and residents. Sandy Point #3 Mobilehome Park A Subcommittee, comprised of Committee members, met directly with the owners to resolve complaints on the septic tank problem: and water meter charge. The Committee frequently makes suggestions to park residents and owner- managers on measures to improve harmony and understanding within the County Mobile home parks. This Committee has an obligation to support and uphold all ordinances and regulations applicable to the tasks undertaken This Committee is and does function as an Advisory Committee only, Committee does not solve rroblems presented to them, but seek to assist in finding the best solution to matters presented. Investigate and provide the Board of Supervisors with a report on complaints from mobilehome residents - park owner. 2. To act on behalf of the Board of Supervisors to explore and help work out possible solutions to said problems. 3 . Analyze and advise the Board of Supervisors of legislation affecting the mobilehome community. I i i rhe htobilehome Advisory Committee is appointed by the Board of Supervisors to advise regarding mobilehome park operation issues and legislation > perta—r.c;to mobilehome parks and living,and to monitor affordable housing issues. Any comments or recommendations made by the committee o+its individual'members do not represent the official position of the County or any of its officers. Page -2- 4. Monitor affordable housing issues relating .to mobile -homes. COMMITTEE PROJECTS IN 1991. 1. Hold monthly meetings at various locations. ie: Supervisors offices, public accessible locations, mobilehome parks.. 2. Take various tours to keep abreast of new facets of the mobile home industry and new innovations of low cost housing units. 3. Attend Legislative hearings and discuss new legislation affecting mobile home living. 4. Analyze court decisions concerning mobil home living, ie: Adult Park- status; vacancy de-control. 5. Arrange for Patk owner and tenants or residents to meet with our Committee to advise on how to resolve problems. 6. Monitor a ffordable housing. Also keep Housing Element updated. 7. Still concerned in regards to HR 1158, Adult Park and Children Park status. 8. Update Annual Mobilehome Park Survey. 9. Update Operating Rules for CCCNFAC. 10. Monitor rent control issues, ie:. City of Concord other cities in unincorporated areas. MAJOR ISSUES ADDRESSED BY THE COb2+ITTEE IN 1991: 1. CHATEAU MOBILEHOME PARK, Antioch: Rent dispute, City of Antioch to act as mediator, 2. CLAYTON REGENCY MOBILEHOME PARK, Clayton: Committee felt most complaints had been complied with by the Owner. However, individual residents are in violation of the County and State Health and Safety Codes due to debris in individual spaces, ie: Auto parts strung around, oil cans and leakage, discarded furniture, trash. 3. CONCORD CASCADE MOBILEHOME PARK, Pacheco: Tenants to reorganize Homeowners Association. New officers better suited to approach Owners with problems and correspondence much improved. 4. EVERALD COVE MOBILEHOME PARK: One resident unhappy about his electricity -Brought in Electrical Contractor to change his electric situation thereby disturbing Parks electric outlet. 5. SANDY POINT #3 MOBILEHOME PARK, Bethel Island: Worked with Owner on Septic Tank problem; new Managers were placed in charge; Tenants unhappy about $6.00 water meter charge; Committee working with Owner on problem; Oakley Water District tol Owner could not charge residents. All Committee members went on Field Trip to ascertain for themselves complaints from residents. Some complaints for individual residents and not for all residents in the Park. i t j i • Page -3- 6. TARS HILLS MOBILEHOME PARK: Club House and Pool completed. New Managers; New Maintenance Man; Problems seem to be handles successfully and new Managers working closely with residents. However, still monitoring. 7. Had Dick Cudney, Mikie Perez and Bill Martindale, Contra Costa County Building Inspectors address our Committee several times regarding the inspections to be made at each Mobilehome park in Contra Costa County as to Codes etc. , how the procedure would be, forms to be filled out by Owners, notices that are to be given to residents all of said forms to assist the Inspectors in thorough and complete inspections. 8. FIELD TRIPS: Went to City of San Pablo on Field Trips to discuss the low cost housing being done in that City. Also Field Trip to St. Helena on obtaining their ideas on management, residents complaints etc. to afford the Committee better understanding and advising,- knowing other Counties problems. MISCELLANEOUS ITEMS PRESENTED BY COMMITTEE: Suggestions for Guest Speakers at future meetings: 1. County Mobilehome Inspections update 2. Park Maintenance Personnel 3. Mobilehome Repair Personnel 4. Representative from District Attorneys Office on Fraud 5. Other suggestions were made but felt by Committee these ideas best for Committee to act upon so we may better be informed and keep the Board of Supervisors informed also. 6. Expiration and/or replacement or re-appointment of members to the Committee -- recommendations were given to the Board of Supervisors on applicatants interviewed by the Committee. The Committee appreciates the opportunity to be of assistance to our Board of Supervisors and we thank the Board for allowing us to act on matters which affect the welfare and well being of mobilehome residents in Contra Costa County. We also wish to express our appreciation to the Board for the assistance provided by County Staff as well as for each member's willingness and cooperation in respondins to the Committees requests for assist nce in matters of urgency. Serving as Chair of the Contra Costa County Mobilehome Advisory Committee for 1991 has been an honor and I personally will thank the members of my Committee for their most generous assistance in assisting me and making my year a most enjoyable and knowledgeable one.
