BACKGROUND The Concord City Council has unanimously agreed to pursue the feasibility of acquiring the former Olympic High School site in downtown Concord as a potential site for two or three major public buildings. Options at this stage include a new police facility, library and courts. County staff have been engaged in preliminary and general discussions regarding mutual benefits to both the City, the County and school district to maximize public uses on the property. If the City of Concord proceeds with the purchase, the County would be interested in joining the City in a master plan effort that would provide an opportunity to consolidate services for a multitude of local government uses and maximize parking opportunities. The County currently owns the existing courts wing in the City complex. The County also leases space on the south side of Willow Pass Road for the District Attorney, Public Defender and Traffic Courts. Past studies have demonstrated that the expansion potential of the existing court site is extremely limited and would be costly to implement. The long-term benefits of a new court facility adjacent to a City police and other public facilities on the Olympic School site appears to be a better solution to future municipal court needs. ►. We believe the County' s best interests would be served by directing this office to join the City of Concord in this planning effort. FISCAL IMPACT No direct fiscal impact at this time. Any significant costs for capital improvement planning and facilities would be brought back for Board consideration. Orig.
