CALIFORNIA Adopted this Order on December 20 , 1983 by the following vote: AYES: Supervisors Powers , Fanden, Torlakson, Schroder NOES: None ABSENT: Supervisor McPeak ABSTAIN: None SUBJECT: Ambulance Service Contract The Assistant Health Services Director, Environmental Health, Dan Bergman, having presented the Health Services Depart- ment ' s recommendation that the Board award an emergency ambulance service contract for Emergency Response Areas 1 and 2 (Nest County, Martinez and a portion of Pleasant Hill) to Cadillac Ambulance Service, Inc. , for the term December 28, 1983 - October 28 , 1984 to include a subsidy of $275,000 ; and Board members having expressed the opinion that the subsidy should only cover the actual cost of dryruns and uncollect- ibles; and Mr. Bergman having suggested that if the subsidy is tied to dryruns and uncollectibles it should cover only those emergency calls that are dispatched by the West County police or fire dispatch agencies or the Sheriff' s office; and The County Administrator having noted that at its maximum the subsidy would cost $165,000 in the current fiscal year, an amount which is not currently budgeted; and Supervisor Torlakson having expressed his opinion that a subsidy is needed but that the subsidy needs to relate to the actual cost of dryruns and uncollectibles up to a maximum of $275 ,000; and The Chairman having asked Mr. Bergman to determine whether a mutually acceptable method of tying the subsidy to the actual cost of dryruns and uncollectibles could be agreed upon and having directed that further discussion on the matter be deferred to 3: 00 P .M. at which time Mr. Bergman is to report back to the Board; and Mr. Bergman having reported back to the Board recom- mending that the Board award a contract for emergency ambulance service for Emergency Response Areas 1 and 2 to Cadillac Ambulance Service, Inc. for a term beginning December 28, 1983 and expiring October 28, 1984 with the contract to include payment for dryruns and uncollectibles dispatched by the Sheriff's office or other West County police or fire dispatch agencies, to be paid for at the rates contained in Cadillac Ambulance Service 's most recent proposal for Emergency Response Areas 1 and 2 with a maximum payment limit ' of $275,000 and with provision that the County will pay Cadillac Ambulance Service, Inc. $27, 500 on February 1 , 1984 for the month of January 1984, and a like amount on March 1 , 1984 for the month ' of February 1984, such payments to be offset against future billings for dryruns and uncollectibles in a manner acceptable to the Auditor- Controller and Health Services Department, and that the Health Services Department be directed to attempt to coordinate all emer- gency dispatching for Emergency Response Areas 1 and 2 so that ambulance service calls are all dispatched by the Sheriff' s office and that the Health Services Department further be directed to redraw boundary lines if experience during the term of the contract shows that the dryruns and uncollectibles are excessive; 473 IT IS BY THE BOARD ORDERED that the recommendations of Dir.
