RECOMMENDED ACTION: Approve and authorize the Chair to execute, on behalf of the County, Contract..Amendment._Agreement. ,#2.4-728-53„with,..Rubicon Programs, _Inc. , for Mental Health Program Services, in lieu of the Administrative Amendment authorized for Rubicon Programs on June 9, 1992, under your Board' s Order on "Approval of Administrative Amendments to Provide Cost-of-Living Adjustments for 32 Alcohol, Drug Abuse, and Mental Health Contracts" , in order to increase the Contract Payment Limit by an additional $ 23 , 000 to reflect increased Federal Medi-Cal revenue at no additional cost to the County. II. FINANCIAL IMPACT: On June 9, 1992 , your Board authorized certain Cost-of-Living increases in the 1991-92 and 1992-93 Fiscal Year Payment Limits for 32 alcohol, drug abuse, and mental health program contracts, including Mental Health Program Contract #24-728 with Rubicon Programs, Inc. FFP Share) $ 695, 370 Revised Net FY 91-92 Payment Limit 20, 171 Annual FY 92-93 Cost-of-Living Increase Amount $ 715, 541 Revised Net FY 92-93 Payment Limit This Amendment includes a Total Contract Payment Limit of $ 1,410,911 for the 2 Fiscal . Years combined from July 1, 1991, through June 30, 1993, with an automatic six-month contract extension Payment Limit of $ 357,770 for the period from July 1, 1993, through December 31, 1993 . These contract amounts are included in the Health Services Department's Budgets for, both Fiscal Years (Org. #5942) and are funded by the Federal ADAMHA Block Grant, County/Realignment Mental Health Trust Fund, Federal Medi-Cal, and additional County funds. This Contract Amendment places the Contractor at risk for serving a sufficient number of Medi-Cal clients and for producing a sufficient number of Federal Medi-Cal service units to earn at least $ 277,,077 in Federal Medi-Cal revenue (Federal Financial Participation/FFP share) , which includes the $ 23 , 000 increase at no additional cost to the County, in the Contractor' s Rubicon and Synthesis Habilitative Day Treatment Programs. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: This additional increase in the Contract Fiscal Year Payment Limits is based on a significant increase in the number of Medi-Cal eligible clients and billable service units resulting from the Contractor' s efforts to help more of its clients obtain Medi-Cal coverage. This Amendment continues the provision of vocational outreach, independent living residential treatment, and habilitative day treatment program services for mentally disabled adults in West County. �L
