In order to reduce the current budget shortfall the Board has considered a number of alternatives including furlough days without pay. In order to. encourage employees to voluntarily take furlough days without pay for the duration of this fiscal year, the following amendment to the Salary Regulations is hereby adopted: 2. Salary Regulations 1.7 Furlough Days Without Pay. Subject to the prior written approval of the appointing authority, employees may elect to take furlough days or hours without pay (pre-authorized absence without pay), up to a maximum of 15 calendar days for any one period. Longer pre-authorized absences without pay are considered leaves of absence without pay. Employees who take furlough time shall have their compensation for the portion of the month worked computed in accord with §1.5 of the Salary Regulations. Full time and part- time employees who take furlough shall have their vacation and sick leave accruals computed as though they had worked the furlough time. When computing vacation and sick leave credits for employees taking furlough this section supercedes §9.1 and 9.3 of the Salary Regulations regarding computation of vacation and sick leave credits as regards furlough time only. Furlough time (absence without pay with prior authorization of the appointing authority) shall be reported separately from other absences without pay to the Auditor-Controller. 3. This resolution is effective December 20; 1983 and expires June 30, 1984. 4. The Employee Relations Officer shall give notice of this Resolution to all recognized employee organizations. 5. To the extent that the subjects of this Resolution are within the scope of representation under the Meyers-Milias-Brown Act (Government Code §§3500 et seq.), this Board offers to meet with any recognized employee organization upon request concerning this Resolution. 6. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with employee organizations.
