SUBJECT: Housing Rehabilitation Program Delivery Strategy - Consultant Study
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and authorize the Director, Growth Management and Economic
Development Agency, to execute into a Consulting Services Agreement
with Comprehensive Housing Services, Inc. , to conduct an assessment
of the County's housing rehabilitation program delivery strategy.
FISCAL IMPACT
No General funds ' are involved. The total budget for this study is
$32 , 000. The study willbe funded out of the County's Community
Development Block Grant (CDBG) allocation.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Contra Costa County currently supports four separate housing
rehabilitation programs with CDBG funds. These programs are:
1. Homeowner housing rehabilitation program operated by the County
Building Inspection Department;

the Housing Authority of Contra Costa County;
3 . owner-occupied and rental housing rehabilitation program
operated by the City of Pittsburg; and
4 . owner-occupied and rental housing rehabilitation program
operated by the City of San Pablo.
The Board of Supervisors and the Housing and Community Development
Advisory Committee for the CDBG Program requested that an analysis
of these four programs be undertaken to determine if the current
delivery system is the most appropriate and cost-effective approach
to providing housing rehabilitation services to the target
populations.
In response to this request, the Growth Management and Economic
Development Agency developed and circulated a request for proposals
(RFP) - to qualified consultants. Proposals were evaluated on the
basis of project team qualifications and experience, demonstrated
understanding of the project issues, proposed scope of work, and
budget. Based on this analysis, I am recommending that
Comprehensive Housing Services, Inc. (CHS) be retained.
