The Agreement will provide a one time, one day Agricultural Chemical Disposal event in Contra Costa County. The cost of the agreement will be funded entirely through fees paid by growers who participate in the event. BACKGROUND On January 7, 1992, the Board of Supervisors authorized the County Department of Agriculture to co-sponsor an,Agricultural Chemical Disposal Day with the University Cooperative Extension and the Contra Costa County Farm Bureau. The Board recognized that hazardous waste storage, transportation, and disposal are issues which impact the local agricultural industry. Some growers are faced with storage and disposal of agricultural chemicals which are no longer registered for their crop or no longer registered for use in California. Until recently, very few options for disposal of these materials have existed. A grower could contract with a private firm to dispose of these unwanted chemicals, however this can frequently cost thousands of dollars for a grower who only wants to dispose of small amounts. Assembly Bill 563, Hannigan, (chaptered Sept. 1990), provides some new opportunities to address the issue of hazardous waste disposal by agriculture. These opportunities include: 1. Authorization for a county to develop and establish a collection program and in addition, immunizes a county from certain liabilities related to hazardous waste collection; 2. Exempts an eligible participant (grower) from certain fees, taxes, reporting, and permitting requirements imposed currently on the disposal of hazardous waste; 3. Allows for a "streamlined" regulatory process including certain variances for transportation of wastes. The contract with Greenfield Services Corporation has been developed to provide this opportunity at growers expense.
