SUBJECT: Technical Assistance Application for the
Community Development Block Grant Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1) Authorize the Director of Community Development or his designee
to execute and transmit an application along with the necessary
certifications, assurances and pursuant contracts to the U.S.
Department of Housing and Urban Development for a technical
.'assistance grant of $90, 000 for the Private Industry Council, a
CDBG subrecipient that assists low and moderate income
neighborhoods and residents to become self employed; and
2) Authorize the Director of Community Development or his designee
to transmit additional applications for similar technical
assistance grant in FY 92-93 .
FISCAL IMPACT
No general funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The U.S. Department of Housing and Development has published a
Request for Grant Applications for technical assistance to low and
moderate income neighborhoods and residents in the area of Economic
Development. Funds are granted on a competitive basis with the
prerequisite that projects be funded by the Community Development
Block Grant Program.

' The Community Development Department is sponsoring an application
for technical assistance funds on behalf of the Private Industry
Council's Business Management Assistance Program. The Block Grant
funded program assists low to moderate income Urban County
residents with self employment business management skills. The
technical assistance grant will strengthen and augment the existing
services provided to the program's clientele.
In order to expedite the submittal of applications that may be
noticed in the next twelve months, staff recommends that the
Community Development Director or his designee also be authorized
to sign the necessary federal assurances, certifications and
contracts for any additional applications in this area.
