SUBJECT: COIINW PARTICIPATION IN ANNUAL GOVERNMENT EFFICIENT AWARDS PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Authorize county participation with the
Contra Costa Mayor's Conference and the Contra Costa School Boards.
Association in the Annual Government Efficiency Awards Program. Refer
to the Internal Operations Committee to serve as the Boards Selection
Committee.
BACKGROWD INFORMATION: Please refer to the attached
proposal developed' by Mayor Byron Campbell of Concord and myself as a
subcommittee of the City County Relations Committee for an, annual
awards program to recognize and commend local governmental entities
and organizations for outstanding and innovative programs which reflect
interagency cooperation and collaborative efforts.

EFFICIENCY AWARDS
"CO CO"AWARD OF EXCELLENCE"
It is recommended that an annual awards recognition program be jointly established by the Contra
Costa County Mayors Conference,the Country Costa County Board of Supervisors,and the Contra
Costa County School Boards Association,with participation by special districts,transit authorities;the
various community organizations and the business community for the following purpose:
To recognize and commend local governmental entities
and Wct
izations for outstanding and innovative programs
which interagency cooperation and collaborative efforts.
Such an awards program would have significant value in stimulating innovation and efficiency in
government operations in that it will:

behveen governmental entitles.
Encourage inter-agency cooperation and of f, ciecyn
Enhance community image and promote community self-esteem.
Each of the three entities will establish the criteria and select the winner for the following awards:
MAYORS'CHOICE "CO CO"AWARD
BOARD OF SUPERVISORS "CO CO"AWARD
SCHOOLS'"CO CO"AWARD
Selection Criteria. The Mayors'Conference,the Board of Supervisors and the School Boards
Association will each establish their own selection committee. This committee will develop the
selection criteria based on the program purpose and values.
The focus is on multi-Jurisdictional collaborative and innovative efforts. Therefore, when
evaluating mono jurisdictional programs,it is important that the selection committee consider heavily
the value the program would have as a model for other jurisdictions in terms of cost savings,etc.
The selection committee will be responsible for solicitingg nominations,screening nominations
and selecting the top Three Nominees, and the winner of the Co Co Cup.
It is recommended that the Vice-Mayor of each city,the Vice-Chair of the Board of Supervisors
and the Vice-Chair of the Schools Association serve on the Selection Committee and have the main
responsibility of overseeingthe solicitation of nominations. It is recommended that each citybe limited
to one nomination.
First Annual Awards Presentation. With the intent of keeping costs to a minimum and in order
to launch the program within a reasonable period of time,it is recommended that the First Annual Co
Co Award of Excellence Presentation be scheduled in conjunction with the the Christmas Meeting of
the Mayors conference. The thought is to"piggy-back"on an already established traditional annual
event that brings together;'large number of local elected officials and citizens.
An analysis of continuing this tradition could occur in January at which time other options for
an award presentation event can be more closely reviewed;i.e.,Opening Night at the Concord Pavilion,
an event at the Regional Center for the Arts, and the County Day at the Oakland As Game.
Employee Recognition. Entities receiving the awards will be asked to recognize employees
who had a direct role in the success of the program to receive a.special commendation. The Contra
Costa Council and Chambers of Commerce are to be contacted to request their assistance in getting
businesses to donate prizes to be presented to employees(i.e., dinner,theatre tickets, etc.)
Cost of"Co Co Award and other Costs. The award cup is expected to cost approximately$50.
It is anticipated that each entity will incur additional costs for printing,postage and other miscellaneous
costs during the solicitation and selection process. Entities are expeced to incur costs of approximately
$250 annually. Each Awards Selection Committe of each entity should, of course,take a closer and
more detailed look at potential expenses.
Coordination of Future Awards Programs. It is recommended that the League of Women
Voters be contacted to determine their interest in providing coordination and staffing of subse-
quent award programs. --
Proposed Timeframe,
September 5--Richard Heggie,as chair of the City-County Relations Committee will give a
brief report to the Mayors Conference as part of his report from the committee.
September 18 g 8 am.--The City-County Relations Committee will be asked to officially
endorse program.
Setember 24--Supervisor Torlakson will recommend that the Board of Supervisors adopt
this awardsprogram, designate the, Internal Operations Committee as the selection committee and

assign the ice-Chair to be responsible for soliciting nominations.
October 3--The Mayors Conference will be asked to officially endorse the,program,des* -
nate the subcommittee, and request that each city designate their Vice-Mayor the responsibility for
overseeing the solicitation and screening of nominations for submittal to the selection committees.
October?—The Contra Costa School Boards Association will be asked to officially endorse
the program, designate a selection committee.
Last Week of October--After endorsement of all three entities have been achieved,begin
research types of awards available and the costs. Share information with all entities for a consensus
.entities.
Mid November-- Order awards.
November 5—Establish as deadline for submittal of nominations.
November 15—Schedule meeting of a representative of each of the selection committees to
discuss nominations and prepare for presentation of awards at the MC Christmas Party(first
Thursday of December?)
Third week of November--Issue joint press releases publicizing the nominees and the
CoCo Award presentation.
December 5--Mayors Conference Christmas Party???
