SUBJECT: ACCEPT THE FEDERAL AVIATION ADMINISTRATION (FAA) GRANT FOR $3,500,000.00
(AIP PROJECT NO. 3-06-0008-05) FOR BYRON AIRPORT CONSTRUCTION
SPECIFIC REQUESI'(S)OR RECOMMENDAnON(S)&BACKGROUND AND JUSICAMN
I. Recommended Action:
APPROVE and AUTHORIZE the Chairman of the Board of Supervisors to sign a Statement of
Acceptance of said Grant offer (entitled Part II Acceptance) on behalf of Contra Costa County
and;
AUTHORIZE and DIRECT the Clerk of the Board to attest the signature of the Chairman and to
impress the official seal of Contra Costa County on the aforesaid Statement of Acceptance and;
AUTHORIZE and DIRECT County Counsel to sign a certificate of Sponsors Attorney (entitled
CERTIFICATE OF SPONSORS ATTORNEY) which certifies that the acceptance complies with
all applicable lawas and constitutes a legal and binding obligation.
II. Financial Impact:
The total cost of the project is $3,888,889.00. Ten percent (10%) of the project in the amount
of $388,889 is the responsibility of Contra Costa County and will be paid out of the Airport
Enterprise Account utilizing a loan from the State of California Department of Transportation
(Caltrans) Matching Loan Program.
1111. Reasons for Recommendations and Background:
On December 12, 1989, the Board of Supervisors approved submitting a preapplication for
federal grants of the Airport Improvement Program in the amount of $11,188,800 for the
development of the Byron Airport. This grant is a portion of that request.

It is anticipated that another grant will follow in approximately the same amount and should be available
prior to Spring of 1992. The second grant will be combined with this grant to make a single large
construction project.
Under this grant, we have identified the primary runway, drainage, marking, associated taxiways, rerouting
Byron Hot Springs Road, rerouting the irrigation canal, and related electrical work. In addition, this grant
will be utilized to implement Phase I, Environmental Mitigation Measures.
Start of construction is pending approval of the Corps of Engineers 404 permit. If this is received on a
timely basis, construction can start in the Summer of 1992. If the 404 permit is delayed, construction may
also be delayed until 1993.
