THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFO IA
Adopted this Order on September 24, 1991 by the following vote:
AYES: Supervisors Fanden, Schroder, Torlakson, McPeak
NOES: None
ABSENT: Supervisor Powers
ABSTAIN: None
SUBJECT: Health Benefit Increases for Retirees
The Board received from Joseph Tonda, Risk Manager, his
September 24, 1991 report on health benefits increases for r tirees.
It was noted for the record that the Board on September 17 , '1991
adopted Resolution 91/620 approving interim contribution rates for
retirees so that retirees would not have to pay the entire premium
increases out of their October pension checks.
The following persons spoke on rising health care costs
contract negotiations applicable to various representated
classifications; impact of rising health care costs on retirees
living on fixed incomes; and the need for county staff to disseminate
information to the various unions on health care issues in a timely
manner:

Ben Russell, Contra Costa County Retirement Association;
Paul Katz, Retired Employees Association, P. O. Box 222,
Martinez 94553 ; and
Jacque Salvador, Health Coalition, 2222 Golf Club Road,
Pittsburg 94565.
IT IS BY THE BOARD ORDERED that the report of the Risk anager
is ACCEPTED.
IT IS FURTHER ORDERED that the Board TAKES under advise ent the
information presented this day.
IT IS FURTHER ORDERED that the County' s Risk Manager is
REQUESTED to share information obtained on what other jurisdictions
are doing to assist retirees with health care benefit costs.

2.1 HEALTH. BENEFIT: INCREASES- FOR RETIREES
Medical. &. Dental Plan premiums., will. increase October. 1., 1991..
The Retirement Department needed to know by last week at,_ if:
anything, of. the. retirees' premium: increase: would be paid_ by the.
County. The Retirement. Board. had.. a. September 17th cutoff- date-
to calculate pension checks that- are received by reti ees on

SUBJECT: Controlling Rising Health Care Costs
In its discussion today on the increased premium costs of health
plan benefits for retirees, Supervisor Schroder spoke on the need to
control the rising cost of health care and referred to rates charged
by hospitals for the services they provide and the salaries of
certain health care professionals. He noted that increasing health
insurance premiums are a reflection of these rising health care
costs.
Board members concurred on the need to address this issue in a
resolution format for presentation to the County' s State and Federal
Legislative Delegations.
Therefore, IT IS BY THE BOARD ORDERED that Dean Lucas of the
County Administrator' s office is REQUESTED to prepare for Board
consideration a resolution acknowledging the Board' s concerns on
rising health care costs and the need to contain those costs.
IT IS FURTHER ORDERED that the Health Services Director is
REQUESTED to prepare for the Board an outline on the various
proposals currently under consideration on health care reform.
