RECOMMENDATIONS
Accept report from Community Development Director regarding:
(1) recommendation from Solid Waste Commission (SWC) . to be
dissolved (see attached letter from Avon Wilson, Chair-SWC) ;
(2) recommendation from Integrated Waste Management Local Task
Force (AB 939 Task Force) to change their membership. rules;
and
(3) - refer report to the Internal Operations Committee.
FISCAL IMPACT ,
Dissolution of the Solid Waste Commission could result in minimal
costs savings to the County General Fund due to elimination of
staffing time/costs. Changes to the AB 939 Task Force membership
rules will have no impact on the County General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Integrated Waste Management Local Task Force (AB 939 Task
Force) was formed using the Solid Waste Commission (SWC) as the
nucleus and adding additional representation. The Solid Waste
Commission has not met since Fall, 1990 with the exception of its
meeting in August, 1991 when the members voted to'recommendlto your
Board dissolution of the SWC. The attached letter from Avon
Wilson, Chair of the SWC, conveys the discussion and
recommendation.

A number of vacancies either currently exist or are about to occur
on the SWC. These vacancies result in vacancies on the AB 939 Task
Force. By the end of November, 1991, four (4) vacancies will exist
on the AB 939 Task Force. This will be a critical time for the AB
939 Task Force with regard to preparation of theta final
Comprehensive Integrated Waste Management Plan.
To fill these vacancies, -under current rules of the AB 939 Task
Force and current Board policy, two nominees from nominating
organizations are necessary with the Board making the final
selection and appointment. The AB 939 Task Force is recommending
the AB 939 Task Force membership rules be changed so that cities'
appointees are ratified by the Board. The Board would still select
and appoint the Board representative, the recycling Industry
representative, the solid waste industry representative, the
environmental organization representative, and the public members.
The AB 939 Task Force's Administrative Committee requested that its
Administrative Subcommittee meet with the Internal Operations
Committee on both these matters.

Dear Chair Powers and Board Members:
SUBJECT: STATUS OF SOLID WASTE COMMISSION
On August 21, 1991, the Solid Waste Commission (SWC) held a special meeting to discuss
two items. The Commission has forwarded its recommendation to the Internal Operations
Committee regarding the first item - the Arthur Road gate at Acme. The second item
discussed by the Commission was the status of the SWC as an advisory body to the Board.
Avon Wilson, Acting Chair, reported to the commissioners that when the SWC decided in
September 1990 to suspend regular meetings and took action to meet on an I'on call as
needed only" basis, the understanding was that the SWC would fold into the Joint Powers
Agreement organization (JPA) being formed at the time. She recommended that the SWC
dissolve permanently in order to move in this direction. Nancy Gore stated that she does not
see that the Board of Supervisors necessarily look at the JPA as an alternative to the SWC;
and that since not all the cities in the County have joined the JPA, it wo uI ld not be
representative of the whole County. For these reasons, Gore suggested that the 'dissolution
of the SWC and its reformation into the JPA be kept as separate issues for consideration.
Rosemary Corbin claimed that the JPA has wider representation than the SWC, including all
the County's franchising entities. Sue Rainey stated that some solid waste issues require
broader input than the Board's Environmental Affairs Committee represent.
According to Wilson, the SWC by-laws state that the Commission shall investilgate other
organizational frameworks for the handling of solid waste issues in the County. Gore
reiterated her position that she will support dissolution of the SWC, but that it not be tied to
the JPA issue.
Ted Wooten made a motion to recommend to the Board that the SWC be dissolved. It was
seconded by Corbin and passed unanimously. The SWC does, therefore, recommend that the
Board act to dissolve the Commission.
