POTENTIAL COUNTY PARTICIPATION IN SUBSTANCE ABUSE COMMUNITY CORRECTIONAL DETENTION.CENTERS FUND Specific Request(s) or Recommnendations(s) & Background & Justification RECOMMENDATIONS: 1. Authorize Chair to execute Letter of Intent to the State Board of Corrections regarding potential County participation in Substance Abse Community Correctional Detention Centers Fund. 2. Direct County Administrator, in cooperation with the Sheriff's epartment and other appropriate agencies to explore the feasibility of this County submitting a formal application for Substance Abuse Community Correctional Detention Centers Fund monies and report back to the Board with further, recommendations by October 31, 1991. FINANCIAL IMPACT: There is no financial impact, at this time. The Letter of Intent merely assures that this County can apply for these State funds if it so chooses. That decision will be made by your Board at a later date. REASONS FOR RECOMMENDATION/BACKGROUND: The State Board of Corrections has announced in a Request for Proposal (RFP) that $15 million statewide in construction funding is available through Chapter 1594, Statutes of 1990, establishing the Substance Abuse Community Correctional Detention Centers Fund. The purpose of the legislation is to develop model State local substance abuse programs that are commensurate with public safety, including the construction of local bed space that would also be used for California Department of Corrections inmates. This Office is proposing that the required Letter of- Intent be submitted by October 1 so that this County can compete for these funds if it so chooses. In order to make a firm recommendation to the Board by October 31 as to whether it seems feasible to proceed with an application, this Office will work with the Sheriff-Coroner and other appropriate agencies to explore the feasibility of responding to this RFP. We will take into account in that planning what local funds might be required f r construction and for ongoing expenses. We will thoroughly explore whether or not such a program makes sense for this County, 'can meet our needs, and can do so without the infusion of additional General Funds money.
