SUBJECT: Approve Standard Agreement #29-464 with the State Department
of Mental Health for a Joint Primary Intervention Program (PIP) with Oakley Union

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve and authorize the Chair to execute on behalf of the County, a
Statement of Compliance, the required Drug-Free Workplace Certification and.
Standard Agreement #29-464 (State #91-71067) with the State Department of Mental
Health in the amount of $28,572 for the period July 1, 1991 through June 30,
1992. This is the first year of a three year joint project with Oakley Union
School District to operate a Primary Intervention Program at Gehringer and Oakley
Elementary Schools.
B. Authorize the Health Services Director or his designee to negotiate and
execute Standard Contract #24-613 with Oakley Union School Distrlict, for the
period from September 1, 1991 through June 30, 1992, to carry out said Primary
Intervention Program at Gehringer and Oakley Elementary Schools.
II. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $28,572 of tate funding
for the first year of a three year Primary Intervention Program with Oakley Union
School District. Sources of funding are as follows:

25,466 Oakley Union School District
10.040 County Mental Health In-Kind Share
$ 64,078 Total Program Amount
This agreement for State grant funds requires a 50% local match generated jointly
by County Mental Health and the local school district involved. This joint 50%
match is required for each of the three years of State funding.
County Mental Health's in-kind contribution includes an allocation of a specific
number of hours of current staff. time already budgeted in the Department's
budget, plus mileage and administrative/overhead costs. No new monies are
required. No new County revenue will be generated by this grant as grant monies
received will flow through the Health Services Department to the `School District
via subcontract to finance project staff hired by the School District. and to
cover project operating expenses.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health
Primary Prevention Fund in the State Treasury as a stable mechanism to partially
finance three-year demonstration Primary Intervention Programs.
The Primary Intervention Program (PIP) was established in California in 1982 to
help young children get a good start in school by fostering a h althy self-
concept, thereby deriving maximum profit from the school experience. In so
doing, this would aid in the prevention of later-life problems of sc ool failure,
unemployment, substance abuse and emotional instability.
In May, 1991 the State approved a joint application by the County Health Services
Department and the Oakley Union School District for funding of this three year
project at Gehringer and Oakley Elementary Schools.
The Board Chair should sign twelve copies of the agreement, eleven of which
should then be returned to the Contracts and Grants Unit for submission to the
State Department of Mental Health.
