Spooner, Contracts Administrat DATE: September 5, 1991 County SUBJECT: Approval of Novation Contract #24-360-3 with Mental Health Consumer Concerns, Inc. for Contra Costa Network of Mental Health Clients SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8: BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-360-3 with Mental Health Consumer Concerns, Inc. , in the amount of $60,000 for the period July 1, 1991 through June 30, 1993 for a self-help program for the ad hoc "Contra Costa Network of Mental Health Clients" group. This Contract includes a six-month automatic extension for the period from June 30, 1993 through December 31, 1993 in the amount of $15, 000. II. FINANCIAL IMPACT: This contract is included in the Health Services Depa tment budget projection for Fiscal Year 1991-92 and will be inc uded in the Department's Fiscal Year 1992-93 budget projection. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 17, 1990 the Board approved Contract #24-360-2 which estab- lished two peer self-help groups in each of the three regions of the County: one focusing on clients with mental disabilities only and the other on those clients with mental disabilities in addition to problems with use/abuse of alcohol and/or drugs. Contract #24-36,0-2 contained a six-month automatic extension through December 31, 19?1. Novation Contract #24-360-3 replaces the automatic extension under the prior contract and continues services through June 30, 1993 . This program provides clients the opportunity to obtain peer support at times of stress through support groups and contacts with individual participants. The program also provides transportation of client participants to self-help meetings and planned activities. Approval of Novation Contract #24-360-3 is required to maintain the staffing and program activities at the level necessary to impact mental health clients in a significant manner. In the future, these groups will provide cost savings to the Mental Health System as they develop as a viable alternative to reliance on this system. Increased self- esteem is the visible evidence of the effect of self-help. Several consumers of mental health care have become members of the Mental Health Advisory Board and its Committees, the Contra Costa Mental Health Coalition and various Mental Health planning committees.
