RECOMMENDED ACTION: A. Approve and authorize the Chair to execute on behalf of the County, a Statement of Compliance, the required Drug-Free Workplace Certification and Standard Agreement #29-460-1 (State #91-71007) with the State Department of Mental Health in the amount of $14,645 for the period July 1, 1991 through June 30, 1992. This is the second year of a three year joint project with Byron Union School District to operate a Primary Intervention Program at Discovery Bay Elementary School. B. Authorize the Health Services Director or his designee to negotiate and execute Standard Contract #24-570-1 with Byron Union School Distrlict, for the period from September 1, 1991 through June 30, 1992, to carry out said Primary Intervention Program at Discovery Bay Elementary School. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $14,645 of State funding I for the second year of a three year Primary Intervention Program wit Byron Union School District. Sources of funding are as follows: $ 14,645 State Department of Mental Health 13,063 Byron Union School District 12.090 County Mental Health In-Kind Share $ 39,798 Total Program Amount This agreement for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district involved. Tis joint 50% match is required for each of the three years of State funding. County Mental Health's in-kind contribution includes an allocation Df a specific number of hours of current staff time already budgeted in theDepartment's budget, plus mileage and administrative/overhead costs. No nemonies are required. No new County revenue will be generated by this grant asigrant monies received will flow through the Health Services Department to the School District via subcontract to finance project staff hired by the School District and to cover project operating expenses. REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstration Primary Intervention Programs. The Primary Intervention Program (PIP) was established in California in 1982 to help young children get a good start in school by fostering a healthy self- concept, thereby deriving maximum profit from the school exper.ence. In so doing, this would aid in the prevention of later-life problems of s ihool failure, unemployment, substance abuse and emotional instability. In May, 1990 the State approved a joint application by the County Health Services Department and the Byron Union School District for funding of this three year project at Discovery Bay Elementary School. The Board Chair should sign twelve copies of the agreement, eleven of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. GM:jp
