Spooner, Contracts Administrator Costa DATE: September 5, 1991 County SUBJECT: Approve Standard Agreement #29-459-1 with the State Department of Mental Health for a Joint Primary Intervention Program (PIP) with Antioch Unified School District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. Approve and authorize the Chair to execute on behalf of the County, a Statement of Compliance, the required Drug-Free Workplace Certification and Standard Agreement #29-459-1 (State #91-71006) with the State Department of Mental Health in the amount of $15,279 for the period July 1, 1991 through June 30, 1992. This is the second year of a''--three year joint project with Antioch Unified School District to establish a Primary Intervention Program at Bidwell Elementary School. B. Authorize the Health Services Director or his designee to negotiate and execute Standard Contract #24-569-1 with Antioch Unified School District, for the period from September 1, 1991 through June 30, 1992 in the amount of $15,279, to carry out said Primary Intervention Program at Bidwell Elementary School. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $15,279 of State funding for the second year of a three year Primary Intervention Program with Antioch Unified School District. Sources of funding are as follows: $ 15,279 State Department of Mental Health 17,703 Antioch Unfified School District 8.143 County Mental Health In-Kind Share $ 41,125 Total Program Amount This agreement for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district involved. This joint 50% match is required for each of the three years of State funding. County Mental Health's in-kind contribution includes an allocation of a specific number of hours of current staff time already budgeted in the Department's budget, plus mileage and administrative/overhead costs. No, new monies are required. No new County revenue will be generated by this grant as grant monies received will flow through the Health Services Department to the School District via subcontract to finance project staff hired by the School District and to cover project operating expenses. REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstration Primary Intervention Programs. The Primary Intervention Program (PIP) was established in California in 1982 to help young children get a good start in school by fostering a healthy self- concept, thereby deriving maximum profit from the school experience. In so doing, this would aid in the prevention of later-life problems of school failure, unemployment, substance abuse and emotional instability. In May, 1990 the State approved a joint application by the County Health Services Department and the Antioch Unified School District for funding of this three year project at Bidwell Elementary School. The Board Chair should sign twelve copies of the agreement, eleven of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. GM:jp
