SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION l
I. Recommended Action:
Approve and Authorize the Public Works Director to Execute Contract Amendment No. 4 of the
Consulting Services Agreement with Parsons, Brinckerhoff, Quade and Douglas, Inc., for the
design of State Route 4 Willow Pass Grade Widening and Lowering Project.
II. Financiallmpact:
There will be no impact to the County General Fund. Funding for this resolution has been
approved by the Contra Costa Transportation Authority on September 24, 1991. The amount
of this request is $812,100, increasing the Parsons, Brinckerhoff contract to $4,543,800.
III. Reasons for Recommendations and Background:
The consultant has identified the following tasks (27 thru 36) which are outside his original scope
of work. This work has been required as part of the project design and has been approved by
the County Staff, the Authority's Projects and Programs Committee on September 9, 1991, and
by the Contra Costa Transportation Authority on September 18, 1991.

TASK 27 STAGE CONSTRUCTION DESIGN REVISION
The stage construction design was modified in accordance with Caltrans District Office Engineer
in order to reflect revisions to the east end conform, construction area plans and add additional
construction area sign plans. ($213,200)
TASK 28 ADDITIONAL GEOTECHNICAL ENGINEERING
Conduct additional field investigation and laboratory testing for sound walls, install and monitor
seven test wells to determine ground water infiltration within the large cut and test pavement
shoulders to determine construction detour options. ($157,200.)
TASK 29 ADDITIONAL DIRECT EXPENSES
Due to the extended design time needed to complete the plans from 13 to 20 months and the
increase in the number of bi-weekly meetings additional travel timel and expenses,
communications, CADD/computer time, xerox copying and distribution of materials additional
funding is justified. ($154,700)
TASK 30 REDUCE RIGHT OF WAY ACQUISITION BY REDESIGN OF SLOPE EASEMENTS
The design of the cut and fill slopes to suit the needs of the adjacent property owner required
substantially more effort than originally authorized. ($10,500)
TASK 31 PREPARE ADDITIONAL CROSS SECTIONS
Prepare composite cross sections to reflect construction staging and prepare and additional 195
sheets of standard cross sections. ($159,800)
TASK 32 PREPARE CONTOUR GRADING PLANS FOR PROJECT
Contour grading plans were requested to clarify the construction of the cuts slopes and
embankment fill slopes as designed in the layout, profile and typical section plans. ($51,000)
TASK 33 REVISE WILLOW PASS ROAD BRIDGE
Develop culvert alternatives to the fully designed bridge over Contra Costa Canal. ($4,200)
TASK 34 PREPARE RECORDS OF SURVEYS
Provide additional services to prepare two record of surveys. ($18,500)
TASK 35 UTILITY COORDINATION
Provide additional utility coordination services to process the required agreements for all utility
facility relocations and betterment to be constructed in conjunction with the project. ($19,800)
TASK 36 ADDITIONAL RIGHT OF WAY SERVICES AND SUPPLEMENTAL SURVEYS
Add additional parcels for drainage mitigation, describe proposed Delta de Anza Trail through

the project, revise appraisal maps along south frontage and provide additional surveys along
Evora road at Pomo Dr. ($23,200)

IV. Consequences of Negative Action
If this Resolution is not approved the design would not be completed and the project would be
stopped.
