HomeMy WebLinkAboutMINUTES - 09171991 - TC.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 17, 1991 by the following vote: AYES: Supervisors Schroder, Torlakson and McPeak NOES: None ABSENT: Supervisors Fanden and Powers ABSTAIN: None RESOLUTION NO. 91/ 629 SUBJECT: Supporting the Preparation and Administration of a Transportation Demand Management Program for West Contra Costa County WHEREAS, the passage of the Measure C, "Contra Costa Transportation Improvement and Growth Management Program" , and the Proposition 111, "Congestion Management Program", requires each jurisdiction to adopt a Transportation Demand Management (TDM) Program; and WHEREAS, A TDM Policy and Model TDM Ordinance was adopted by the Contra Costa Transportation Authority in June 1991, establishing TDM policy requirements and permitting flexibility in the design and administration of individual TDM programs to allow the programs to meet local and sub-area needs; and WHEREAS, TDM is intended to reduce traffic congestion by promoting alternative transportation methods, such as ridesharing, transit, bicycles, park-and-ride lots, and other strategies; and WHEREAS, the West Contra Costa Transportation Advisory Committee (WCCTAC) , through a "Joint Exercise of Powers Agreement" , is the West Contra Costa Regional Transportation Planning Committee charged with assessing the transportation needs and coordinating the actions of its member jurisdictions with regard to transportation issues; and WHEREAS, the WCCTAC believes that administration of one sub-regional TDM program tailored to the characteristics and needs of West Contra Costa County would be more effective in reaching the intended program goals of CCTA's TDM policy, and provide better service to businesses to facilitate compliance with the TDM policy; and WHEREAS, the WCCTAC, on August 30, 1991, adopted a resolution in support of a proposal to prepare the required TDM ordinance and combined implementation program for West Contra Costa County and fund development of the program from its existing budget; and WHEREAS, the County of Contra Costa is a member of the WCCTAC and a party to the "Joint Exercise of Powers Agreement" establishing the WCCTAC; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa supports the proposal to develop a "West Contra Costa TDM Ordinance and Implementation Program" which: a) Meets the legal requirements of Measure C and Proposition 111; b) Is completed for adoption prior to April 1, 1992, the submittal date for Measure C Compliance Checklist; C) Promotes partnership and cooperation between member jurisdictions, transit operators, and the business community; d) Is administered at the sub-regional level; e) Is cost efficient in its preparation and administration; f) Is equitable; g) Is effective in encourage alternative transportation methods and reducing traffic congestion; h) Reflects the unique characteristics and needs of West Contra Costa.
