RECOMMENDATIONS
ACCEPT report on California Shakespeare Festival Transportation System
Management (TSM) Program.

BACKGROUNDIREASONS FOR RECOMMENDATIONS
On June 4 , 1991, your Board agreed to substitute the implementation of a
Transportation System Management (TSM) program in place of payment of a
traffic impact mitigation fee by the California Shakespeare Festival (CSF)
theater in unincorporated Orinda. Further, you directed the Community
Development Director and the Public Works Director to work with the
applicant to develop guidelines for the TSM program and mechanisms for
monitoring its effectiveness. The purpose of this report is to inform the
Board of the actions taken by CSF to implement the TSM Program.
Staff has worked with CSF and the Central Costa County Transit Authority
and developed a TSM plan. The goal of .the plan is that no more than 20%
of theater patrons and employees will arrive at the theater in single
occupant vehicles by the fourth season. CSF will:
(1) provide a van shuttle service between the Orinda BART station and the .
theater before and after all performances;
(2) publicize the shuttle and the availability of public transit to the
theater in promotional literature, programs, and tickets;

(3) request BART to promote transit accessibility to CSF in its literature
and advertisements in( BART stations.
(4) provide designated parking spaces for carpools of three or more
persons which are located closer to the entrance than other parking
(5) monitor the mode of transportation of patrons and employees at
least twice during each season and report the results to the
Director of Community Development at the conclusion of each season.
Shortly after performances began at the theater on June 28, CSF contracted
with Mayflower Co. with the assistance of the Central Contra Costa Transit
Authority to provide a van shuttle service between the Orinda BART station
and the theater. Vans meet all BART trains from an hour and a half before
performances and for half an hour after performances. Vans pick up
approximately 8 or 9 people from each of the 6 to 8 arriving trains. They
also serve as a shuttle from the parking lot to the theater. BART has
publicized the shuttle service on its electronic billboards, and CSF has
received positive feedback from its patrons on this service. In addition,
CSF reports that most subscriptions are for 3 people, so that very few
individuals arrive at the theater as solo drivers. Although CSF has not yet
formally submitted a TSM program as requested or an evaluation of the
results, it appears that CSF has acted in good faith to meet the terms of the
County's action in waiving the traffic mitigation fee. Staff will continue
to work with CSF to ensure that the terms of the Board's waiver are met.
