FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS Through a request via the Tri-Valley Transportation Council (TVTC) the City of San Ramon is requesting that all participating TVTC jurisdictions, including the County, adopt the attached resolution (see ATTACHMENT B) which designates a preferred route alignment for future public transit facilities in the San Ramon Valley and its environs. Their preferred alignment describes a route that would proceed northerly from the Dublin/Pleasanton border through the Dougherty;Valley, extend westerly from the Dougherty Valley to the former Southern Pacific Railroad right-of-way near Bishop Ranch, traverse to the north serving the Bishop Ranch employment center, head in a northwest direction to the I-680 freeway, , and then proceed northerly within the I-680 freeway right-of-way to Central Contra Costa County. The Transportation Committee has reviewed the .: request., and recommends deferring action on designating a preferred , transit,, : : alignment in this corridor until such time as appropriate rail feasibility studies and public consultation with affected communities/interest groups have been conducted. The attached letter to the TVTC from the Chair explains the Board of Supervisors position and informs them of the upcoming County- sponsored I-680 transit study. Box 5148 San Ramon, CA 94583 Subject: Preferred Route Alignment for Public Transit Facilities in the San Ramon Valley Dear Mr. Bennett: The Board of Supervisors has reviewed the Tri Valley Transportation Council ' s request to adopt a resolution designating a Preferred Route Alignment for future public transit facilities in the San Ramon Valley and environs. The resolution advocates a preferred route alignment that proceeds northerly from the Dublin/Pleasanton border through the Dougherty Valley to the - former Southern Pacific Railroad right-of-way near Bishop Ranch, traverses the Bishop Ranch employment center, runs in a northwest direction to the I-680 freeway corridor and then proceeds northerly within the I-680 freeway right-of-way to central county. While the route concept described in the resolution is very appealing and could well become a preferred option, the Board of Supervisors feels that taking action on this resolution would be premature. Please be aware that the adopted County General Plan calls for a study of fixed route transit service in the I-680 Freeway Corridor. I am pleased to inform you that the County will very shortly begin a comprehensive transit feasability study for the I-680 Corridor, which will examine in depth various transit technologies and alignment alternatives to determine how best to provide transit service in this vital corridor. Although the scope of work for this study is still being prepared, I can assure you that all feasable mode and alignment alternatives for the I-680 corridor, including the one described in the resolution, will be a part of the study. 1, z Therefore, until the study and public consultation efforts have been completed, the Board of Supervisors believes it would be more appropriate to defer any action designating a preferred alignment in this corridor until a transit project has been defined and evaluated. We urge other TVTC member jurisdictions to follow suit and to participate in this County-sponsored study before designating a preferred route alignment in this corridor. The County will keep the TVTC and affected jurisdictions informed as to the proposed schedule and process for the upcoming I-680 transit study. Sincerely, Tom Powers, Chair Board of Supervisors cc: TVTC members �•3 RESOLUTION NO. 91-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAMON DESIGNATING PREFERRED ROUTE ALIGNMENT FOR FUTURE PUBLIC TRANSIT FACILITIES IN THE SAN RAMON VALLEY WHEREAS,planning for future transportation needs in the San Ramon Valley should included consideration of dedicated public transit rights-of-way; and WHEREAS, the Contra Costa Transportation Authority is currently initiating a study of the Contra Costa Commuterway and engineering feasibility of public transit route alignments through the San Ramon Valley; and WHEREAS, the City of San Ramon, the Town of Danville, and Tri-Valley Transportation Council are currently considering future public transit service and route alignments in the region; and WHEREAS, the provision of improved public transit services in the Walnut Creek to Pleasanton corridor will improve regional mobility, air quality, and future traffic congestion. NOW, THEREFORE, BE IT RESOLVED, that the City of San Ramon endorses the following policy statements with reference to the preferred route alignment for future public transit rights-of-way within its jurisdiction. 1. That the southern terminus of the public transit right-of-way should connect to the east Dublin/Pleasanton BART station. .2. That the route should proceed northerly through the Dougherty Valley Specific Plan area to serve future development in that area. 3. That the route should extend westerly from the Dougherty Valley to the former Southern Pacific Railroad right-of-way in the vicinity of Bishop Ranch. 4. That the route should extend northerly to serve the Bishop Ranch Employment Center. 5. That the route should proceed westerly to the I-680 freeway corridor at a point south of the Danville Town limits. 6. That the route should proceed northerly within the 1-680 freeway right-of-way through Alamo. 1 7. That the route should proceed northerly to conn cct with the BART system on an alignment agreeable to the City of Walnut Creek and/or City of Pleasant Hill. 8. That the Southern Pacific Railroad right-of-way should serve as a linear park for the exclusive use of pedestrians and non-motorized transportation; except in the vicinity of Bishop Ranch where it will serve both light rail and pedestrian/non-motorized transportation uses. 9. That the City of San Ramon will initiate contacts at staff and Council level to work with other cities in a cooperative multi-jurisdictional planning effort. 10. That the City of San Ramon will cooperate with the Contra Costa Transportation Authority in an alternative analysis study to determine the preferred public transit mode to serve the needs of the region. 11. That the Dougherty Valley Specific Plan and the San Ramon General Plan will include provision for possible public transit route alignments.
