HomeMy WebLinkAboutMINUTES - 09171991 - S.2 : TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Tom Torlakson COSta County DATE: September117 , 1991 SUBJECT: CONSIDER ESTABLISHMENT OF A JOINT PLANNING COMMITTEE WITH THE CITY OF BRENTWOOD SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the Internal Operations Committee to consider the need to establish a joint planning committee with the Citylof Brentwood to address major issues of mutual concern regarding plans for urbanization in and around the Brentwood 'area. BACKGROUND INFORMATION: The City of Brentwood ,is going through a general plan process . The county recently concluded such a process . In the establishment of the 65/35 plan and the urban limit lines, the county worked closely with the City of Brentwood to ascertain its needs and to attempt to balance land use considerations of the city with the surrounding unincorporated area. Please reference my attached memo which was preceded and followed with discussions with Brentwood council members . The Boardjof Supervisors considered and rejected a proposal for the development of the entire 5,000 Cowell Ranch as an unincorporated town. The size of this property is so enormous and its development impacts potentially so great that it would be logical to enter into a joint planning .process with the City of Brentwood regarding the future of this area land its regional impacts . I would recommend that a committee be formed with representation from the county Board of Supervisors and the Brentwood City Council the Brentwood Planning Commission and the East County Regional Planning Commission. One alternative to consider for the committee structure is :. Two supervisors (including the District V supervisor) , two city council members, and two commissioners from each commission. Another variation would be to have one member of the Board of Supervisors, one member of the Brentwood City Council, and two members from the Brentwood Planning Commission and two members from the East County Regional Planning Commission. Close communication and cooperation will be needed to best plan the areas in question.' To find the right balance points between housing and open space needs and to develop the right guidelines controlling impacts on our infrastructure and local government services. The concept of establishing open space "buffers" between communities is an important one. Meeting the goals and guidelines of the 65/35—Plan—is a high Priority. Much work lies ahead. Workinq together we will accomplish more of our mutual goals. The newspaper articles, of course, do not give complete information regarding the plans or the discussions that took place. I am very much interested in meeting with the city to discuss these plans both as the District IV Supervisor and as the Chairman of the State Route 4 Bypass Authority. Questions in particular that I have and areas of concern are as follows: ( 1 ) 1 What are the projected impacts of this growth on both the IVasco commute corridor, the Delta Expressway and State Route 4? ( 2 ) 1 What other local arterials or "routes of regional significance" would be impacted and what are proposed mitigations for the additional traffic that would be generated? ( 3 ) 1 Are any of the land areas proposed for development for this plan outside of the current urban limit lines? I (4 ) How does the proposed plan meet the guidelines of the voter approved 65/35 plan? ( 5 ) ' Can growth management standards as you have conceived them and as are being implemented by Measure C be met? I I I I I • i i I Mayor Art Gonzales July 22, 1 1991 Page TWO1 I Obviously, growth presents many promising opportunities for a community, tremendous change and many challenges . It is clearlthat the county and the city must work closely together as neighboring jurisdictions on future growth in the Brentwood area. I, for one, was against the development of the Cowell property as an independent new community in East Contra Costa County. I was also against the fullldevelopment of the full 5, 000 acres that the Cowell Foundation controls . However, I have stated that to the extent that development should occur on the Cowell property, the planning for such development should be conducted jointly by the city and the county. I am also interested in exploring the feasibility of implementing open space, low density ;and/or major park areas between Brentwood and Antioch as well as between Brentwood and Oakley as per previous) discussions . Such buffer zones would be aesthetically pleasing, provide for a clear on-going sense of community identity, help maintain the 65/35 balance and therefore also help maintain some balance in the traffic volumes .I I look forward to meeting with you and discussing furtherlyour overall plans and at the same time we should talk about the current stage of planning for the Cowell property. 1 Sincerely, Tom Torlakson TT:gro i I I I i i i I I
