RECOMMENDED ACTION: Acknowledge this 'report• 'oW ABAG''.,.,
legislative endorsements and POBitions and direct the Count
Administrator's Office to pursue the endorsement of AB 494 and.;AAB 150,5,
by CSAC and the League of California Cities .
BACKGROUND INFORMATION:
AB 494 Marine Patrol. I requested the endorsement of the
Legislative and Governmental Organizations Committee and the -'Executive
Committee forIAB 494 on marine patrol. Both committees unanimously.. .'
endorsed thisllegislation for a "user" fee increase in boater ; :-
registration by $7 per year whch would be dedicated to marine patrol. ,.:
and boater safety.
AB 11505 (Farr) County Service Areas . I requested..and••.,
received ABAG, endorsement of AB 1505 (Farr) with a slight;': ;'.
modification. Our Board endorsed this legislation1991'.`

, An act to repeal and add Chapter 2.2 (commencing with Section
25210.1) of Division 2 of Title 3 of the Government Code,
relating to county service areas.
SUMMARY:
Repeals provisions relating to county service areas. Declares '
the purposes of county service areas, would specify by reference
the procedures for changes of organization or reorganization of
county service areas other than formation, would provide that
these provisions do not affect or limit other provisions of law
authorizing the furnishing of governmental services.
AB 1505, as amended, Farr. County service areas.
Existing law provides that county service areas may be
established to provide an alternative method of providing
extended governmental services by counties in unincorporated
areas. Existing law specifies the need for approval. by the
local agency formation commission and the procedures for
reorganization and dissolution of county service areas.
Existing law enumerates the types of extended services which
may be provided through a county service area, including
miscellaneous extended services. Existing law sets forth the
procedures for formation of, annexation to, and exclusion from
county service areas. Existing law permits the board of
supervisors to levy and collect taxes for capital outlay
purposes within a county service area and specifies the use and
maintenance of the funds collected. Existing law authorizes the

use of county service areas for specific services'-An particular`s
counties or geographic areas and establishes procedures...-
for the
collection of delinquent water, sewer, or garbage service-fees.
Existing law prescribes the procedures for the issuance of
bonds. for.the benefit of countyservice areas.
This bill would repeal these provisions, and would declare
the purposes of county service areas, would specify by
reference the procedures for changes of organization or
re',organization of county service areas other than formation,
would provide that these provisions do not affect or limit
other provisions of law authorizing or providing for the
furnishing of governmental services, and would state that these
provisions are the exclusive provisions for proceedings to form
a ',county service area or to provide additional services in an
established county service area. This bill would establish the
procedures for formation of county service areas and zones
wfthin those areas and for the financing of county service i
areas including fees, charges, and bonds.
