SUBJECT: COMMITTEE ON THE EMPLOYMENT AND ECONOMIC STATUS OF WOMEN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Change the name of the Advisory Committee on the Employment and
Economic Status of Women (ACEESW) to the Contra Costa County
Women' s Advisory Committee, effective October 1, 1991.
BACKGROUND:
The ACEESW has carefully considered the wisdom of changing their
name and, as is set forth in the attached report to our
Committee, has decided that it would be more appropriate to call
the committee the Contra Costa County Women' s Advisory Committee.
Our Committee concurs with this recommendation.

RECOMMENDATION: RETITLE ADVISORY COMMITTER ON THE EMPLOYMENT &
ECONOMIC STATUS OF WOMEN
The `lsidvisory Committee on the Employment and Economic Status of Women
(ACEESW) recommends that the Internal Operations Committee consider renaming
the ACEESIIQ to the Contra Costa Coanty liomen's Advisory C nsittee.
During a recent strategic planning session, the c==ttee reviewed its
organizational structure. The committee felt that its current representation
structure should be maintained as it provides diversity, however, the title
"Advisory Committee on the Employment and Economic Status of Women" should be
changed as the title is to unwieldy and difficult for others to remember. At its
July meeting, the committee considered several name changes and discussed
whether to leave "economic" andlor "employment" in the title. It was felt that
employment issues (non-traditional employment, affirmative action, sexual
harassment, family leave, etc.) Impacted the underlying economic concerns of
women and that most of the issues the committee has focused on are economic in
nature. It was also felt that the wording "economic" might limit the issues the
committee could choose to work on i.e., health, domestic violence, spousal
support, etc. As such, the committee recommended that its name be changed to
Contra Costa County Women's Advisory Con mdittee.
Prior to FY 1992, the PIC co-funded the ACEESW with the Board of Supervisors,
with the understanding that 50% of the committee's activities would be targeted to
employment issues of the economically disadvantaged as required under the Job
Training Partnership Act (DTPA), however, recent restrictions imposed by the
Department of Labor on the use of DTPA funding precludes the PIC from
continuing to fund the committee. Therefore, the need for the committee to
emphasize a focus on "economic" and/or "employment" issues is no longer a
requirement.
Within the Board's budget restraints, PIC staff will continue to provide staff
support to the committee and we favor the name change; our observation is that
the majorlty of the time the canmdttee is already referred to as Women's Advisory
Committee. A draft Board Order is attached.
