SUBJECT: ACTION PLAN, PLANS FOR RED RIBBON WEEK AND REPORT FROM THE
REGIONAL COORDINATORS

RECOMMENDATIONS:
1 . Adopt as a matter of policy the theme of "The Action Plan"
relating to all drug and alcohol program planning
activities, specifically those relating to the SB 2599
Master Plan, OSAP Grant, and activities of the regional
coordinators, so as to emphasize the comprehensive nature of
the Countywide Drug and Alcohol Action Plan, and the fact
that many related activities need to be coordinated under
the umbrella of the Action Plan in order to insure that
planning activities do not overlap or duplicate each other.
2. Reaffirm the importance the Board places on having
leadership provided from the Health Services Department to
coordinate and insure the implementation of the Action Plan
countywide and request the Health Services Director to
insure that such leadership is provided.
3 . Express the Board' s appreciation to John Gregory from the
County Administrator' s Office for his efforts in
coordinating the Red Ribbon Week activities among
departments and request that he make a further report to our
Committee on September 23, 1991.
4. ' Agree to cancel plans which had been made tentatively to
have an Acknowledgment Breakfast on September 24, 1991 for
those individuals in the community who have made a

significant contribution to the implementation of the Action
Plan and instead direct the Health Services Director to
include time for such a presentation at the next meeting of
the Coordinating Committee.
5. Request the Health Services Director to schedule the next
meeting of the Coordinating Committee for either November 21
or 22, 1991 at St. Mary' s College in Moraga.
6 . Approve the agenda for the next meeting of the Coordinating
Committee as presented by the Regional Coordinators with the
exception of certain changes suggested by members of our
Committee designed to involve all members of the Board of
Supervisors in the meeting.
7 . Approve the statement of purpose for the Coordinating
Committee as follows:
"In support of the implementation of the Countywide Drug &
Alcohol Action Plan, the Countywide Coordinating Committee
can:
* Monitor and Recognize Progress
* Facilitate Networking
* Advise on Priority Issues
* Advocate and Publicize Policy and Program
initiatives"
8 . Supersede, effective October 1, 1991, the Board' s order of
May 22, 1990 confirming the membership of the Countywide
Coordinating Committee.
9 . Effective October 1, 1991, replace the former composition of
the Countywide Coordinating Committee with a more broadly
based membership along the lines of the attached, with each
member serving a two-year term of office.
10. Request the Health Services Director to discuss the details
of the composition of the Coordinating Committee with the
Alcohol and Drug Executive Committee (ADEC) and report back
to our Committee September 23, 1991 on the precise
composition which is recommended for the Coordinating
Committee.
11. Determine that the Board of Supervisors shall fix the size
and composition of the Coordinating Committee, but shall not
be required to appoint and reappoint each member of the
Coordinating Committee. In this connection, direct the
Health Services Director to prepare and maintain a current
roster of the membership of the Coordinating Committee and
forward a copy of that roster to the Board of Supervisors on
a quarterly basis so the Board can monitor the geographic,
ethnic, racial and organizational distribution of the
membership of the Coordinating Committee.
12. Approve the attached schedule for the Contra Costa
Prevention Institute, with the understanding that the
numbers of individuals identified are minimums and that more
can be recommended for attendance. Request the staff to each
Board members to assist with recruiting and/or identifying
individuals who should be invited to attend the training
sessions.

BACKGROUND:
This is the most recent in our periodic effort to keep the full
Board of Supervisors alerted to the activities in the Drug &
Alcohol Program area and the status of the implementation of the
Drug & Alcohol Action Plan. The above recommendations are the
result of our meeting on September 9 , 1991 with the Drug Program
Administrator, Alcohol Program Administrator, OSAP Project
Coordinator, John Gregory from the County Administrator' s Office
and Howard Herbert, representing the Regional Coordinators.
The Regional Coordinators are recommending expanding the
Coordinating Committee as is outlined in the attached abstract
from their report. The precise composition has not yet been
reviewed by the Health Services Department and we are, therefore,
recommending that ADEC review the composition and return to our
Committee with a more precise description of the proposed
composition.

SUBJECT: RED RIBBON WEEK ACTIVITIES
RECOMMENDATIONS:
Accept this report on the status of department efforts for Red
Ribbon Week.
Request the County Administrator to return to our committee on
September 23, 1991 with a further status report on county
activities for Red Ribbon Week.
BACKGROUND:
Red Ribbon Week is the outcome of a program began as the result
of the death of a federal agent during drug enforcement
activities. The Board of Supervisors has encouraged all County
departments to provide any county employees wishing to support
this endeavor with a red ribbon to be worn during the week.
Beyond the wearing of the red ribbon, several departments have
engaged in activities designed to publicize and celebrate the
week. In order to insure coordination or avoid program
duplication among those departments planning activities, an ad
hoc committee was gathered by the County Administrator's staff..
On Wednesday, September 4, 1991, a meeting was held to discuss
various activities. Representatives from the Social Service,
Probation, Health Services, Sheriff, Public Works, Municipal
Courts and. Supervisor FandenIs office attended. In that meeting
the various departments highlighted their intended activities.
Activities range from the Sheriff Departments' giving out of
2,000 ribbons with the Sheriff Department logo inscribed on the
ribbon to the attached material outlining the Health Department's
planned activities. Several departments have not yet formulated
or formalized a plan but will do so in the near future. With the
involvement of the aforementioned departments, it can be assumed
that every employee will know of and/or have a chance to
participate in the week' s activities. The ad hoc committee is
looking to the Board of Supervisors to issue the necessary
proclamation and hold any general public relations efforts such
as press conferences.
Another meeting is to be held for this ad hoc committee on
Thursday, September 19, 1991, at 10:00 a.m. in the County
Administrator' s office to obtain an up-to-date briefing of
planned activities. The results of that meeting will be
forwarded to the committee for its review.
It would appear that Red Ribbon Week preparations are in progress
and the result will be another successful program.

I will be away on vacation from Aug. 23 to Sept. 10th and will miss the Public Affairs and
Red Ribbon commitee meetings.
I'm sending a briefing of our activities for Red Ribbon Week to assist you with your report.
See attached.
There's been a change of plans regarding the Breakfast. Unfortunately the initial date of
Sept. 24th conflicts with committments and conferences that staff members must attend in
Sacramento and the later date we spoke about (Oct 1) will not work for two of the
coordinators. Additionally, they are feeling that they would like to be acknowledged along
with the CASA chairs at the next Countywide Coordinating Committee meeting which is
targeted for the second week of October. The meeting will have a'Celebrate Success' focus
and they've asked my assistance in arranging that the press be there. They will be asking
Sunne to moderate. I regret these changes but coordinating everyone's schedule has been
difficult. You will receive more details regarding the developments of the up-coming CCC
mtg at IO and the next open ADEC meeting scheduled for Sept. 11th.

RED RIBBON WEEK ACTIVITIES
ALCOHOL AND DRUG PROGRAM ADMINISTRATION
•115 Red Ribbon Week Handbooks were compiled and distributed to various task force
groups and committees
•Special packets have been sent to religious organizations and many are considering special
sermons for Red Ribbon Week as well as providing ribbons and resource information to
congregants
•The Alcohol and Drug Program Administration has responded to several requests from
businesses and corporations who wish to acknowledge this national effort in their workplace
environments
•The next Countywide Coordinating Committee meeting is scheduled to take place in
Lamorinda in early October and will have a Red Ribbon Week theme
•A special letter is being drafted to be sent to police and fire departments encouraging
them to place ribbons on uniforms and vehicles
•6,000 ribbons will be dispersed to county employees to encourage them to take a stand
and to be 'Drug Free and Proud"
•The Department is currently gathering input from community task force groups regarding
activities at the local level
•The Department has prepared a request to the Board of Supervisors that they issue a
proclamation acknowledging the week of October 19,1991 as Red Ribbon Week for Contra
Costa County
•The Health Services Director will present Red Ribbons to the Board of Supervisors on
an appropriate date prior to Red Ribbon Week (Van, I will contact you to firm this up)

SUBJECT: Update on County-wide Drug and Alcohol Action Plan Implementation

The following is a report from the Health Services Director on the status of the
implementation of the Countywide Drug and Alcohol Action Plan. Initially, five items are
highlighted based on discussion from the last IO Committee meeting, which then are
followed by a number of general items.
RED RIBBON WEEK:
The recommendation that a County Steering Committee be convened to coordinate Red
Ribbon Week activities has been accepted and established. The committee is being
convened by Claude Van Marter, who will prepare a summary report for IO Committee
members for the September 9, 1991 meeting.
COUNTYWIDE DRUG AND ALCOHOL COORDINATING COUNCIL:
IO Committee is interested in a proposed date, time, place and agenda for the next meeting
of the Countywide Drug and Alcohol Coordinating Committee. The Regional Action Plan
Coordinators have met several times to discuss this meeting. Howard Herbert will report
to IO Committee on September 9, 1991 on the agenda and logistics.
ACKNOWLEDGEMENT BREAKFAST:
This public acknowledgement of the Regional Coordinators, community task force chairs,
and other community members was originally scheduled for September 24, 1991 followed
by a brief presentation at the Board of Supervisors meetings that same day. After discussion
of this idea at the last Regional Coordinators meeting, it was recommended that this public
commendation be switched to be included during the next meeting of the Countywide
Coordinating Committee.
INFORMATION EXCHANGE:
Ongoing issues of collaboration and cooperation continue to dominate Action Plan
implementation. For example,at the last ADEC and Regional Coordinators meetings,there
was intensive discussion of the role of the Community Partnership Grant in the context of
the Action Plan. This discussion is driven by perceptions that the various communities
would be unnecessarily confused by too much formal"structure"within the Action Plan. As
a result, Regional Coordinators and Health Services staff will continue, from a social
marketing standpoint, to be vigilant in presenting a united front, in all of its various forms.
LINKAGES WITH SCHOOLS:
As the Community Partnership monies begin to flow to the regions, many of the regional
task forces are revisiting their mission, goals, and objectives. Contained within this
rethinking is to look at the steering committee membership, and assessing gaps. Schools
currently have some representation on these various committees, but the need for their
ongoing presence was cited by several steering committees.
OTHER ACTION PLAN UPDATES:
* The reapplication process for Year 2 of the OSAP Grant is now underway. The
second year of the grant begins January 1, 1992 and ends December 31, 1992..
Health Services Department is requesting $500,000 in direct services for this coming
grant year.
* The five subcontracts to implement the OSAP Community Partnership grant have
been approved. Hiring of OSAP staff at the regional level is now almost complete.
* Prevention staff continue to host planning sessions for the Black Women's Media
Project which will take place in Richmond on November 9, 1991. The target
audience here are parents living in low-income areas.
* Prevention stafii representing a Partnership for a Drug Free Contra Costa, will be
co-sponsored a successful Labor Day event with Brookside Hospital. A social tea
was provided to approximately 60 high risk pregnant females (hence the idea of
'Labor Day'). The event had a perinatal substance abuse prevention focus. The
event was publicized through the print media, and represented a collaborative effort
between Alcohol and Drug and Maternal, Child, and Health representatives.
Followup events are now being planned to celebrate some of the upcoming holidays
in alcohol and drug-free environments. Pregnant females will again be the target
group.

Workshops. I've also attached the performance objectives for each workshop.

While there are still many details to be managed the critical issue is meeting our commitment for
participants from each Region to attend all of the workshops. For your reference the minimum

Will Rogers once said;"Even if you are on the right track, you'll get run over if you just sit there." This
1 1/2 day training will coach theparticipants on the tools, techniques, and tactics for advancing a proactive,
community-driven campaign to overcome obstacles,enhance opportunities,and create the changes necessary
to prevent AODA.

Enhancing Partnership Comnetency• Reaching Out to Community Members
This 1 1/2 day seminar explores characteristics of competent community networks and the problems within
existing networks. Participants identify barriers to partnership coalition building and pitfalls in the coalition
building process. Strategies to enhance success in coalition development, recruitment, assessment, and
planning are presented. Participants will also learn approaches for difficult-to-reach populations.

The 1-day workshop exposes participants to a framework for youth involvement in prevention, allows
participants to explore their own attitudes toward youth :empowerment and involvement, and gives
participants well-tested strategies of ways to involve youth in.prevention.

Leadership Styles
Leadership Styles: Gives leaders and managers tools for meeting different needs of staff/volunteers in
varying situations. Participants will, as a result of the 1-day course, be able to identify the kind of leadership
an employee or volunteer needs and what the leader must ido to meet that need and improve performance.

PURPOSE
The purpose of this 1 1/2-day workshop is to coach the participants on the use of community
organizing tools, techniques and tactics for advancing a pro-active community-driven campaign that
creates the necessary community change to prevent AODA.
OBJECTIVES
Participants will be able to:
1. See themselves as community change agents.
2. Understand the elements, approaches and dynamics to community organizing.
3. Use communication strategies and personal experience to enhance their ability to reach a
target audience.
4. Develop specific strategies to overcome obstacles and enhance opportunities to advance a
AODA prevention campaign.
5. Learn about the stages of organizing a community.
6. Practice motivating and activating a large group.
7. Learn to target issues, supporters and opponents.
8. Explore ways to organize target supporters into an action group.
9. Learn about various types of mobilization tactics.
10. Explore ways to use mobilization tactics to create a desired change.
11. Weigh the use of different mobilization tactics to accomplish the short-term objectives and
long-range goals of their AODA campaign.
IMPORTANCE
Community partnerships must know how to target,organize and mobilize grass-roots support to create
community change. With this knowledge and the related skills members of the community
partnerships will be able to advance their campaigns to prevent AODA.

Enhancing Partnership Competency:
Reaching Out to Community Members

PURPOSE
The purpose of this workshop is to provide new information and interpersonal skills to participants
and will offer guidance in including and involving all segments of the community in collaborative
AODA prevention. The workshop will also provide opportunities to link needs with resources from
other participants.
OBJECTIVES
By the end of this training, participants will:
1. Understand the meaning of"inclusion" and "involvement" in AODA prevention.
2. Have applied concepts for including and involving all sectors.
3. Have been exposed to the barriers that keep new people from community-oriented AODA
prevention, as well as those barriers to participation once people have been brought to the
table.
4. Have gained the tools and techniques for getting others
- to join a collaborative prevention effort, and
- to be fully and actively involved in that effort
5. Have learned ways to retain the involvement of all sectors of the community.

Youth Involvement in Prevention
February 29, 1992, 8:30am - 5:30pm
St. Andrews Presbyterian Church, Pleasant Hill, CA
PURPOSE
The purpose of this workshop is to expose participants to both theoretical and practical information
regarding the involvement of young people in the prevention of alcohol and other drug problems.
The workshop will also explore how youth involvement is a part of the larger framework for
community prevention systems.
OBJECTIVES
By the end of this training, participants will:
1. Have been exposed to a theoretical framework for youth involvement/youth empowerment
in prevention.
2. Explore their individual willingness to allow young people to be empowered and involved in
prevention, and
3. have at least three specific ideas and/or techniques that they might utilize in involving youth
in meaningful ways in prevention efforts.
4. It is also hoped that participants will enjoy themselves and have fun.
IMPORTANCE
There is a critical need for inclusion of ALL segments of a community in prevention. YOUTH are
a critical part of our communities. While youth are often the target of prevention efforts, they have
not (in many cases) been seen as resources in prevention. The view that adults hold of youth
determines adult expectations of youth, as well as the types of activities/programs adults design to
address alcohol and other drug problems among youth. This workshop will address theoretical and
practical information regarding youth involvement in prevention.

Leadership Styles
March 21, 1992, 8:30am - 5:30pm
Maple Hall Convention Center, San Pablo, CA
PURPOSE
The purpose of this workshop is to give participants new tools for leading people, both for their
personal growth and for application in a partnership setting.
OBJECTIVES
Participants will be able to:
1. Identify their preferred leadership style and any of their weaker styles.
2. Describe how the Situational Leadership Model helps to progressively develop an individual
one is leading.
3. Explain what roles leaders should play in a partnership setting; in other words, they will tailor
leadership theory to what is needed in partnerships.
The workshop will utilize the partnerships' needs for empowerment, inclusion, and cultural diversity
to tailor the leadership concepts, and it will build on new ideas on organizational structure to identify
the styles and roles needed from partnership leaders.
IMPORTANCE
The ability of partnerships to coordinate and include various groups is the core of an effective
substance abuse approach. This can only be accomplished by skilled leadership that promotes
motivated, directed followers.

CONTRA COSTA PREVENTION INSTITUTE
Volunteers:
The Backbone of Community Initiatives
May 16, 1992, 830am - 530pm
St. Mary's College, Moraga, CA
PURPOSE
The purpose of this workshop is to help the participants in identifying, recruiting, involving and
maintaining dynamic volunteers who will help advance their community initiatives to prevent AODA.
OBJECTIVES
Participants will be able to:
1. Appreciate the value of volunteers
2. Sec volunteers in the role of leadership or as un-paid staff.
3. Understand the roles, relationships, rights, and responsibilities between leadership, staff, and
un-paid staff.
4. Learn how to recruit and retain effective volunteers.
5. Develop a volunteer recruitment and retention plan for a specific project of their
partnership/organization.
IMPORTANCE
Volunteers are the backbone of any community initiative. Community partnerships need the
leadership and assistance provided by volunteers. Without the involvement of volunteers, these
projects would lack the credibility, support and human resources necessary to advance a community
driven AODA prevention initiative.
