HomeMy WebLinkAboutMINUTES - 12201983 - X.10 TO: BOARD OF SUPERVISORS t FROM: Planning and Public Works Departments Contra Costa DATE: December 20, 1983 County SUBJECT: San Ramon Area Road Improvements SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1 ) Planning and Public Works Departments are to report to the Board of Supervisors on January 17, 1984 with a recommendation as to the funding, including an agreement with CALTRANS, of I-680 and Bollinger Canyon Road interchange in San Ramon Valley. No discretionary action by staff for funding of this interchange shall be taken in the meantime. 2) Planning and Public Works Departments are to report to the Board of Supervisors on January 17, 1984 with a recommendation as to a program to fund identified road improve- ments (other than I-680:Bollinger) in the Bishop Ranch, Crow Canyon Extension Corridor and Blackhawk areas. 3) County Counsel is to provide an opinion on funding requirements as to the conditions of approval and agreements appended to project approvals as they pertain to the I-680, Bollinger Canyon and I-680, Norris Canyon road structures. BACKGROUND Supervisor Powers called upon Anthony A. Dehaesus, Director of Planning, and William R. Gray, Chief Deputy Public Works Director, for a report on transportation issues regarding the Bishop Ranch-Crow Canyon Extension Corridor areas. W. R. Gray reported on the CALTRANS agreement and the need and timing of the local match and that any action by the Board of Supervisors should be deferred until at least January 17th by which time the CALTRANS request for funding should have arrived. A. A. Dehaesus agreed that action on these issues should be deferred to January 17th to await the CALTRANS request as it pertains to I-680, Bollinger and that staff further reports as to a program to fund other road improvements in the Bishop Ranch-Crow Canyon Road Extension Corridor. He briefly described some of the pending projects in the area. Robert Pelletreau, an attorney representing Dame Construction Company, spoke and sug- gested that a legal interpretation be secured regarding the Pacific Telephone conditions of approval and the Sunset Development Company agreement. Sanford Skaggs, an attorney representing Blackhawk Development Company, indicated agreement with the recommendations provided by staff.
