Health Advisory Board
Cynthia Miller, Chairperson, Contra Costa County Mental Health
Advisory Board, presented to the Board of Supervisors this day the
Annual Report of the Advisory Board (copy attached and included as a
part of this document) .

Officers The following is a summary of the most significant
Cynthia Miller activities by the Mental Health Advisory Board (MHAB) over

advocated for services through County and contractor staff

Patients Rights hearings on Mental Health, Probation, and Social Services

DevelopmentCosta Children's Coalition; and California Mental Health
Advocates for Children and Youth. The Board's Vice-Chair
Mary Hanley is also the Vice-Chair of the state Organization of Mental
Older Adult Advocate Health Advisory Boards (OMHAB) and is a member of the AB
904 Planning Council which is developing a State Mental
Members Health Master Plan. The Patients' Rights Committee Chair
is a member of the OMHAB Executive Committee and is the
EdithBen'amin Chair of its Adult Committee. Board members represent
David M.Johnson.M.D. groups including the Alliance for the Mentally Ill of
Contra Costa, the Contra Costa Network of Mental Health
DaniclMcCarthy,L.C.S.W. Clients, and the Council on Aging.

Board members participate on County decision-making
Pamela Shaw, M.S. committees such as the Hospital Planning and Oversite
WiuiamSheehy,M.D. Committee and the committee which interviewed Mental Health
Director candidates.

The Executive Committee has met monthly with the Mental
staff Health Director and Program Chiefs to review significant

PatRusscll The Adult Program Review Committee addressed the following:

mental health clients; monitored the opening of a board and
care home located in Concord and the criteria for
placement; monitored for potential overcrowding in the
Phoenix Program's Winter Homeless service; reviewed Sandoz

Pharmaceuticals Company's policies on Clozaril and State Medi-Cal
reimbursement policies; reviewed and monitored the effects of State
and County budget cuts on service delivery; and reviewed future Dual
Diagnosis Program funding options. The committee has continued to
advocate for a free-standing skilled nursing facility on the Merrithew
Hospital grounds and for replacement of I and J Wards in the first
phase of construction of the new County Hospital.
The Children's Committee of the MHAB meets jointly with the Child and
Adolescent Task Force. The Children's Committee has addressed the
following areas: monitored the planning for a distinct unit for
children and a distinct unit for adolescents in a new County Hospital;
monitored and advocated for continued State funding for the 3632
Program; advocated for the creation of a County Interagency Children's
Coordinator position; monitored the Mental Health/Probation
relationship as it affects the demand for mental health service
delivery to Probation's institutional programs; monitored the effects
of closing Probation's Girls Center and reviewed the services at Byron
Boys Center; reviewed and monitored the contents of Probation's Master
Plan; monitored the Youth Interagency Assessment and Consultation Team
(YIACT) Case Managers' caseload size and activities; and reviewed and
monitored the effects of State and County budget cuts on service
delivery.
The Patients' Rights Committee has been addressing the following:
reviewed County and private hospitals seclusion, restraint, and
smoking policies; monitored the Veterans' Administration and Walnut
Creek Hospitals' policies and usage of Electroconvulsive Treatment
(ECT) ; monitored patients' rights legislation; reviewed the effects
of the new gun law on patients' rights and the system; and monitored
the hiring of the Mental Health Consumer Concerns director.
The Organizational Development Committee recruited a new board member.
