SUBJECT: KNIGHTSEN WATER SERVICE, COUNTY SERVICE AREA M-25
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. AUTHORIZE the Public Works Director to arrange for the installation of water service
connections for residents of the Knightsen community seeking domestic water
services from County Service Area M-25; and
2. AUTHORIZE the Public Works Director to use a semi-annual billing cycle for water
service; and
3. ADOPT a fixed rate monthly service charge of$30 per residence for Fiscal Year 1992-
93; and
4. AUTHORIZE the Public Works Director, Building Inspector, and County Health Officer
to waive the fees on permits required for the installation of two private service mains
that will serve multiple residences beyond the limits of the current public water mains;
and
5. AUTHORIZE the Public Works Director to seek assistance from the Knightsen Town
Council in the administration of the Knightsen water system and the development of
a water service impact fee to apply to new homes constructed after October 1, 1991.

II. Financial Impact:
Operation of the water system will be paid from the water service charge. In an effort to
eliminate to cost of meter reading, a fixed monthly rate per residence is proposed. At the
proposed rate of $30 per month per residence, approximately twenty connections are
required to break even.
III. Reasons for Recommendations and Background:
In early 1986, the County sought a state grant for the construction of a domestic water
system for the Knightsen community. However, the state grant for approximately $400,000
was insufficient. The shortfall in funding permitted the installation of only a portion of the
system.
Approximately ten homes on small lots are located several hundred feet beyond the new
public water mains. Due to the high costs for extending public mains, residences of the
Knightsen community have requested that they be permitted to install two private mains to
serve these residences. It is recommended that the County departments having regulatory
responsibility for said work be authorized to waive the fees associated with any required
permits.
Public administration and operation of a small water system having very few connections is
costly on a per unit basis. To minimize costs, staff proposes:
1. A six months bill cycle, and
2. A fixed monthly rate for water service, and
3. Knightsen Town Council involvement in the billing process.
IV. Consequences of Negative Action:
Residences in the area will not be able to connect to the new water system.
