HomeMy WebLinkAboutMINUTES - 12201983 - T.6 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 20, 1983__, by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None SUBJECT: Hearing on recommendation of the County Planning Commission on proposed amendment to County General Plan for Walden Road, Walnut Creek area, Hosking (owner) . This being the time fixed for hearing on the recommen- dation of the County Planning Commission to amend the County General Plan for the Walden Road, (Hosking) , Walnut Creek area, changing the Land Use Element from Single Family residential-medium density to Multiple Family residential-medium density the proposed amendment area covers approximately three acres located along Oak Road north of Walden Road, in the vicinity of the Pleasant Hill BARTD Station area; and Harvey Bragdon, Assistant Director of Planning having described the property site and having advised that an Environmental Impact Report was required on this proposed plan amendment and such a document was prepared and circulated according to State law, State guidelines and County guidelines for implemen- tation of the California Environmental Quality Act, and also having advised that there had been a request from the Walnut Creek City Council that action on this matter be deferred to a later date in order for the Council to consider the matter; and The Chairman having opened the public hearing; and Dan Helix, representing Mr. Hosking having appeared and having advised the Board that he was seeking approval of a General Plan Amendment and that at this time no Development Plan was involved with this project, that the applicant was not aware of the concerns of the Walnut Creek City Council inasmuch as the city had provided input during the Planning Commission' s hearing on the Environmental Impact Report, and having urged the Board to approve the proposed General Plan Amendment for the Walden Road, Walnut Creek area, and having urged the Board to proceed with the public hearing at this time; and Supervisor Schroder having commented that there were several people that desired to speak and having suggested that public testimony be taken at this time regardless of whether the Board continued with the public hearing at this time or continued it to a later date; and The following Persons having appeared in opposition to the proposed General Plan Amendment: ='ki, N. Phillips Carleton, Jr. , 23 Kingston Place, Walnut Creek; Fred Esch, 2530 Cherry Lane, Walnut Creek; Angus Brownfield, 2565 Oak Road, Walnut Creek; Barbara W. Abrams, 23 Kingston Place, Walnut Creek; Susan Castle, 71 Annette Court, Walnut Creek; Lorna C. McCalley, 39 Kingston Place, Walnut Creek; 0. C. Olsen, 990 Seven Hills Ranch Road, Walnut Creek; Edward A. Dimmick, 100 Brockhurst Court, Walnut Creek; Roy Liedstrand, 1314 Walden Road, Walnut Creek, The following persons having submitted written comments of opposition to the Board: 523 J ' Patricia Pelletier, 47 Kingston Place, Walnut Creek; Craig A. Chinn, 2520 Cherry Lane, Walnut Creek; Noelle C. Chinn, 2520 Cherry Lane, Walnut Creek; Juanita Kardinal, 31 Kingston Place, Walnut Creek; and Mr. Helix having appeared in rebuttal and having com- mented that he felt the Walnut Creek City Council had signi- ficant time to review the proposed General Plan Amendment and having urged the Board not to continue the public hearing to a later date, but to make a decision at this time; and Supervisor Schroder having advised that he felt that the Walnut Creek. City Council had not been given an opportunity to look at the proposed General Plan Amendment and having advised that because it is in the sphere of influence of the City of Walnut Creek he would like to allow the Walnut Creek City Council time to review the proposed amendment and give its comments to the Board with respect thereto; and Supervisor McPeak having commented that the General Plan Amendment is the most critical step, that it is the foundation for further action, that this is in the sphere of influence of the City of Walnut Creek, and having concurred with Supervisor Schroder in allowing time for the Walnut Creek City Council to review the amend- ment and provide this Board with its comments; and The Board having discussed the matter, IT IS BY THE BOARD ORDERED that the hearing on the proposed General Plan Amendment for Walden Road, Walnut Creek area is CONTINUED to January 24, 1984 at 2: 30 p.m. I hereby certlly that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
