SUBJECT: Approval of Contract #22-378 with East Bay Perinatal Council
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the
County, Contract #22-378 with East Bay Perinatal Council for
the period January 1, 1991 through June 30, 1993, with a
payment limit of $203, 534 to provide case management services
to African American high risk pregnant women and/or high risk
women who have recently delivered high risk infants in West
Contra Costa County.
II. FINANCIAL IMPACT:
This contract is funded 100% by a State Grant for the
Department's West County African-American Infant Health
Project which was approved by your Board on August 13 , 1991.
The project funding is one-time-only funding and covers a
thirty-month period.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In November 1990, the State notified the County that it was
awarding the County a grant to address Black Infant Health
needs and that a contract would be forwarded at a future date.
The grant award is based on a thirty-month scope of work,
beginning January 1, 1991. On the basis of this award from
the State, the Department negotiated a contract. with the East
Bay Perinatal Council to provide case management, education,
and outreach services to Black pregnant or black parenting
women and their infants in the Richmond area.

The County did not receive the State contract (Contract #28-
510) until mid-July, at which time it was reviewed by the
appropriate Department and County staff, then sent to your
Board for approval on August 13 . In the meantime, based on
the notification of the grant and pending contract from the
State, Public Health staff and the East Bay Perinatal Council
proceeded with the work of this vital project.
Approval of this Contract #22-378 will expand the Healthy
Tomorrows Project of the East Bay Perinatal Council which,
prior to January 1, was already providing community case
management services to a similar target population in
Richmond. The East Bay Perinatal Council has a positive
community-based history of working with women of color and has
established a close working relationship with the County
Maternal Child and Adolescent Health Unit.
