SUBJECT: FEDERAL LIBRARY SERVICES AND CONSTRUCTION ACT FUNDS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the County Librarian to apply for and accept Federal funding in the amount
of $24,000 for fiscal year 1991 - 1992 to improve library service to Spanish speaking
immigrant populations in Pittsburg, San Pablo, Brentwood, EI Sobrante, Antioch, and
Concord.
FINANCIAL IMPACT:
No matching funds are required. The library's contribution will include staff time for
selecting, acquiring and processing materials.
BACKGROUND:
The California State Library plans to make available a fund of up to $750,000 in federal
Library Services and Construction Act (LSCA) funds for fiscal years 1991-92, 1992-93,
and 1993-94 for a program to improve library service to immigrant populations.
Immigration to California, from Latin America and Asia in particular, is changing the
makeup of the population of the state in significant ways. In 1988 alone,
approximately 30% of all immigrants to the U.S. took up residence in California, and
about 90% of those immigrants came from Mexico, Central/South America and Asia.
Over 30% of the 4.8 million elementary and secondary level students in California
come from non-English speaking homes.
In 1991 - 92 grants have been earmarked for service to Spanish speaking immigrant
populations. Areas with large concentrations of Spanish speaking immigrants who are
refugees, have limited English speaking ability and/or are disadvantaged will receive
preference. The following branch libraries will apply for funding:

Funds will be used for the purchase of material for Spanish speaking immigrants which
provide assistance in the process of their adaptation to the U.S. (e.g. learn English,
find employment or housing, respond to medical, legal, or household repair concerns).
The material will be print, audiovisual, both reference and circulating.
