SUBJECT: EBMUD Fee Waiver Policy
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Request East Bay Municipal Utility District' s (EBMUD) Board of
Directors pursue amending the State MUD Act to allow utility fee
waivers for affordable housing projects .
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Development of the Agency sponsored seven unit housing infill project
in the North Richmond Redevelopment Project Area has identified an
affordable housing problem relative to utility fee structures . EBMUD
fees for this project amount to $3,534 . 00 per unit ( $24 , 738 total) for
utility connection and installation. At present, EBMUD does not have
the ability to waive or reduce fees without amending the State MUD
Act. The EBMUD Finance Committee has recommended amending the State
MUD Act to allow fee waiver to the EBMUD Board. The EBMUD Board is
scheduled to discuss this issue at its September 15, 1992, meeting.
Representatives from the County, City of Richmond and local non-
profits housing developers will attend the EBMUD Board to express the
need for, and support of, fee waivers for affordable ousing proje ts .
