SUBJECT: SUBMISSION OF PROPOSALS FOR FUNDING FOR NEIGHBORHOOD SERVICE MALL
SPECIFIC REQUEST(S)OR RECOMMENDATION(3)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
APPROVE submission of proposal(s) to private industry and various
foundations for funding for program operations, capital items, and
construction on and for the Neighborhood Service Mall ( formerly the
Work Furlough Building) of West Richmond. These fund raising
efforts will be of an ongoing duration and will produce help,
involvement �and interest from industry and foundations in the
implemention of the various community service programs for this
much need community asset. The amount to be awarded is not known
nor. guarentleed but will be added to the Community. Services
Department budget for operation of the program(s) . No County funds
are involved with this request.
AUTHORIZE the Director, Community Services Department, or her
designee, to sign application documents and contracts on behalf of
the County. ; There are no County funds involved with this request.
II . FINANCIAL IMPACT
None.. Thils request is for an application for a competitive
process. The amount to be awarded is not known nor guarenteed. If
and when an amount is awarded for this competitive project an
appropriation adjustment will be forwarded to the County for
processing.,,'
III . CONSEQUENCES OF NEGATIVE ACTION
A decision not to approve this application could result in loss of
much needed financing for programs for the families in Contra Costa
County.

IV. REASONS FOR RECOMMENDED ACTION
This proposed action provides funding to the Community Services
Department to develop the Neighborhood Service Mall ( formerly the
Work Furlough Building) in West Richmond. The community and the
county in general are in support of this project and it could
generate a potential cost savings for the various programs that the
Department operates County-wide. No County funds are involved with
this request.
