SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION After careful review with representatives of Rubicon Programs, Inc. and the Health Services Department, it is recommended that: 1. No additional funds be reinstated to Rubicon ,Programs, Inc. for the Garden Center Vocational Services. 2. The request that Rubicon Programs, Inc. be allowed flexibility to spread the funding deficit of $20,500 to various programs rather than to the Garden Center be denied. 3. A proposed evaluation of the effectiveness and utilization of the Rubicon Garden Center be performed by a committee consisting of staff of the State Department of Mental Health Bay Services Area Team and a citizens component comprised of representatives of the Advisory Boards of the Alcohol, Drug Abuse and Mental Health programs to assure complete objectivity in the evaluation process. BACKGROUND The large deficit in the budget of the Health Services Department precludes the providing of any funds to reinstate any budget deficit of Rubicon Programs, Inc. The programs conducted by this contractor are not considered to be of equal value in the continuum of mental health services . Budget reductions must focus on program components which are of lower priority to minimize the adverse impact on quality of care. Therefore, the flexibility to permit the funding deficit to be spread over various programs to minimize the impact on the Garden Center should not be permitted. The request made by Rubicon Programs, Inc. that the evaluation be performed by an independent task force does not consider that expertise in the area of mental health is required in order to properly evaluate the effective- ness of the program and its relationship to other mental health programs. In order to obtain input from another source, however, and to assure objectivity it is proposed that a task force composed of members of the State Department of Mental Health' s Bay Services Area Team plus representa- tives of the Alcohol, Drug Abuse and Mental Health Advisory Boards be included in an evaluation team.
