SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Refer to the Growth Management and Economic Development
Agency (GMEDA) and the Community Development Department
(CDD) the attached San .Mateo County report on implementing
telecommuting and request the GMEDA and CDD staff to review
these recommendations when designing programs for the County
and businesses in unincorporated areas to comply with the
Transportation Systems Management (TSM) Ordinance.
BACKGROUND:
The County has two adopted TSM ordinances which must be
updated to comply with the Contra Costa Transportation
Authority requirements to receive local transportation
dollars in the future. The work of San Mateo County on
telecommuting could be very helpful to us in achieving the
goals in the TSM Ordinance.

SUBJECT: Recommendations on Implementation of Telecommuting
RECOMMENDATIONS:
1. Accept the preliminary report of the Telecommuting Committee.
2. Adopt a resolution authorizing the Telecommuting Committee to meet and
confer with Employee Organizations to discuss implementation of
Telecommuting.
BACKGROUND
Telecommuting permits employees to work at locations other than at the office. In
December of 1990 the County Manager, at your Boards-direction,_established the
telecommuting committee to investigate the feasibility of offering telecommuting options
to County employees.
The primary reason for telecommuting is to reduce traffic congestion and fuel
consumption and increase flexibility of working conditions by having employees work at
home or at a satellite office nearer to home. The Committee fias researched existing
telecommuting programs in the Counties of Los Angeles and San Diego, the State of
California and Pacific Bell.
There is clearly employee interest in telecommuting. The County recently conducted a
survey of employees as a first step in meeting its obligations for the Transportation
System Management (TSM) Plan. Forty-seven percent (1,965) of the employees
responded. Of the respondents 21% (407) indicated they would like to work part of their
regular schedule at home.
b. Implementation of telecommuting on a prototype basis by November 1991.
C. Evaluation of the prototype project after nine months as the basis for a
formal proposal to the Board for full implementation of telecommuting.
d. Ongoing investigation of the use of less expensive or more convenient
satellite offices.
FISCAL IMPACT
There is no immediate fiscal impact if these recommendations are approved. When
implemented, telecommuting may involve cost for phone connections and equipment.
The committee will provide an estimate of various cost options in its final report to the
Board before any prototype implementation.
If these recommendations are approved, the Committee anticipates returning in late
September with formal recommendations for implementing a prototype telecommuting
program.

RESOLUTION AUTHORIZING THE TELECOMMUTING COMMITTEE TO MEET
AND CONFER WITH EMPLOYEE ORGANIZATIONS REGARDING
TELECOMMUTING
RESOLVED, by the Board of Supervisors of the County of San ,Mateo, State of
California, that
WHEREAS, the County has explored the feasibility of implementing a
telecommuting program for County employees; and
WHEREAS, the Telecommuting Committee formed by the County Manager has
determined that a telecommuting program will provide flexible work options for employees,
provide potential savings to the County and assist the County in meeting.its Transportation
System Management (TSM) goals of reducing the number of freeway commuters; and
WHEREAS, the Telecommuting Committee has requested that meetings begin with.
Employee Organizations to discuss the specific program design and timeframe for
implementing a telecommuting program in San Mateo County:
NOW,THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the
Telecommuting Committee begin meeting with the Employee Organizations to discuss the
implementation of a Telecommuting Program.
