That the Environmental Affairs Committee review and report to the Board as to the appropriateness of exporting crude oil, produced in Southern California and transported to Contra Costa marine terminals by pipeline for shipment back to Southern California to determine whether this activity is in the Counties best interest and .also whether existing regulations are adequate. Request our B.A.A.Q.M.D. representatives to determine the adequacy of Air District permits for crude oil export. BACKGROUND: Recent newspaper articles report that Chevron will export Point Arguello crude oil from a marine terminal in Martinez. Santa Barbara, based on their land use policy requiring transport of petroleum product by pipeline, denied Chevron' s application to export Point Arguello crude oil by tanker and conditioned export by pipeline to E1 Segundo, less than 200 miles south of Santa Barbara. For economic reasons Chevron has chosen to pipe the crude to Martinez for export and then ship the crude by tanker past Santa Barbara to E1 Segundo. B.A.A.Q.M.D. representatives estimate that an average of one ton of volitals are emitted from each loading. Martinez Terminal, (previously Land Sea, ) does not have adequate marine vapor control equipment in place. District representatives say that even though vapor control is inadequate, that this activity can occur without permit review (see attached letter) . Information as to the risk of spill and explosion is necessary to determine whether land use policy is appropriate. Does this activity contribute to our economy? I think it inappropriate that our area will be receiving air pollution so that Chevron can save money by not using the already existing but pricey pipeline to Los Angeles. Please advise me what permit authority the B.A.A.Q.M.D. has over this proposed activity. I am particularly interested in the applicability of Rule 2-1-404 Changes in Throughput and Hours of Operation. I understand that vapor recovery equipment at Martinez Terminal is designed for import not export of crude. Please advise me how the marine vapor recovery rule applies to this activity.
