OPPOSING REDUCTIONS IN STATE FUNDING FOR DAY CARE FACILITY
SUBJECT: INSPECTIONS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Oppose recently announced policy changes in the operations
of the Licensing Division of the State Department of Social
Services, due to funding reductions, which will- reduce or
eliminate the State' s ability to conduct unannounced, random
inspections of day care facilities, thereby reducing their
ability to protect the safety of young children.
2. Authorize the Chairman of the Board of Supervisors to send
letters to Governor Wilson, the Secretary of. the Health and
Welfare Agency, and members- of this County' s legislative
delegation, protesting these funding reductions and urging
that some other means be found for balancing the State' s
budget.
BACKGROUND:
The Board's Child Care Task Force discussed at its August 19,
1991 meeting that there had been recent newspaper stories about
the fact that, because of the State' s budget deficit, the
Licensing Division of the State Department of Social Services
would no longer conduct unannounced, random inspections of day
care facilities but would instead respond only to complaints.
The Child Care Task Force voted unanimously to oppose this

particular manner of balancing the State' s budget and ask the
Board of Supervisors to likewise , oppose this change and
communicate their opposition to the Governor and this County' s
legislative delegation.
There has been so much publicity in recent months about physical,
emotional and sexual abuse taking place at day care facilities
that it seems almost unconscionable to eliminate the ability of
licensing staff to conduct unannounced, random inspections of day
care facilities.
Therefore, on the basis of the concerns expressed by the Child
Care Task ]Force, it is recommended that the Board approve the
above actions.
