Schroder, Chairman Board of Supervisors Contra Costa County 651 Pine Street Martinez, CA 94553 Dear Mr. Schroder: As I an sure the Board is aware, the Governor signed into law in September of this year AB 1983, enacting the State Suppression of Drug Abuse in the Schools Program. Early in 1984, $1.9 million dollars will be made available to local school districts and law enforcement agencies who apply jointly to fund drug abuse prevention programs in schools and cmTnunities. The Drug Abuse Advisory Board welcones this legislation and would like to insure that these funds are aggressively pursued by this County, and that the proposals forwarded frau this County will have the benefit of review by a group with extensive exposure to drug abuse prevention concepts and programs. To this end, at the meeting of this County's Drug Abuse Advisory Board on December 13, 1983, the Board acted on the recommendation of its Legislative Cam 'ittee to request that the Board of Supervisors appoint the Drug Abuse Advisory Board as the local Suppression of Drug Abuse in the Schools Advisory Committee, adding to its membership for the purposes of sitting as this cmnittee those mandated positions not already covered by the current Drug Abuse Advisory Board membership. The motion is as follows: "The Drug Abuse.Advisory Board requests that the Board of Supervisors establish and appoint the Contra Costa County Drug Abuse Advisory Board as the local Suppression of Drug Abuse in the Schools Advisory Committee pursuant to Chapter 7 of Title 6 of Part 4 of the California Penal Code, Section 13864, paragraph 4, and that the Drug Abuse Advisory Board add to its membership for the purpose of sitting as the Ccommittee those additional mandated positions." It is our hope that the Board will act on this request and that we will con- tinue to work jointly in reducing the drug abuse problem in the County. Filed with Secretary of State September 20. 1983.) LEGISLATIVE COUNSEL'S DIGEST AB 1983, La Follette. Drug abuse suppression program. Existing lav establishes in state government the Office of Criminal Justice Planning with specified powers and duties relative to development of state crime prevention programs. This bill would create in the Office of Criminal Justice_Planning the Suppression of Drug Abuse in Schools Program. The executive director of the office would be authorized to allocate and award funds to local law enforcement agencies and public schools with joint drug abuse prevention and drug trafficking suppression programs. The.executive director would be required to prepare and issue guidelines and procedures for the program to be submitted to the Legislature and to submit an annual report to the Legislature. The State Suppression of Drug Abuse in Schools Advisory Committee with specified membership would be appointed and would consult . with the executive director concerning the program. This bill would provide that it would constitute the guidelines for specified programs relating to the Office of Criminal Justice Planning. It would appropriate $500,000 from the amount appropriated for the Suppression of Drug Abuse in Schools Program in the Budget Act of 1983 to the Department of Alcohol and Drug Programs, for specified purposes. This bill would tak2 effect immediately as an urgency statute. Appropriation: yes. The people of the State of California do enact as follows.- SECTION ollows.SECTIO\ 1. Chapter 7 (commencing with Section 13860) is added to Title 6 of Part 4 of the Penal Code, to read: CHAPTER 7. SUPPRESSION OF DRUG ABUSE IN SCHOOLS 13860. The Legislature finds and declares that a substantial drug abuse and drug trafficking problem exists among school-age children on and around school campuses in the State of California.
