SUBJECT: SPECIAL DRUG ENFORCEMENT PROGRAM WITH THE
PITTSBURG POLICE DEPARTMENT
I. RECOMMENDED ACTION:
APPROVE the allocation of $3,500 of Housing Authority Local Management Funds to
the Pittsburg Police Department for implementation of a special drug enforcement
program, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding, in the amount of $3,500, for this special ' drug enforcement program is
available through the Housing Authority's Local Management Fund
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Over the past several years, the Housing Authority has worked closely with the
Pittsburg Police Department in providing funding for implementation of special drug
enforcement programs in and around the El Pueblo community in Pittsburg. These
special drug enforcement programs have been very successful in reducing drug-related
crime in the E1 Pueblo public housing development.
The Pittsburg Police Department is now in the process of reinstituting an
undercover narcotics "buy" program in the E1 Pueblo housing area. Lieutenant Aaron
Baker, Commander of the Pittsburg Police Department's Narcotics Division, is
requesting that $3,500 be provided by the Housing Authority to the Pittsburg Police
Department for implementing this special drug enforcement program during the Housing
Authority's 1991-92 fiscal year. After the completion of the special drug
enforcement program, the Pittsburg Police Department will provide a full accounting
of the $3,500 to the Housing Authority.
At its Regular Meeting on Monday, August 19, 1991 the Advisory Housing
Commission voted to recommend the allocation of $3,500 to the Pittsburg Police
Department from Housing Authority Local Management Funds for implementation of a
special drug enforcement program.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
the amount of drug-related criminal activity in the E1 Pueblo housing development
located in the City of Pittsburg could increase sharply. Additionally, the Board of
Commissioners would be acting in a manner contrary to its position to provide safe
housing for low-income families in Contra Costa County.
