RECOMMENDED ACTION: AUTHORIZE provision for carry-over of $2,742 in Housing Authority funds to the Contra Costa County Sheriff's Department and allocation of an additional $1.2,258 from Housing Authority Section 8 Reserves Mod Rehab 004 Account for continuation of the special drug enforcement program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: In the preparation of the 1991-92 Housing, Authority operating budget, funds were budgeted and approved for the continuation of the Contra Costa County Sheriff's Department special drug enforcement program. III. REASONS FOR RECOMMENDATION/BACKGROUND: On August 29, 1990 the Housing Authority provided the Contra Costa County Sheriff's Department with $15,000 to continue a special drug enforcement program for the 1990-91 county fiscal year. On July 16, 1991 the Housing Authority received a report from the :Sheriff's Department on the results of the special drug enforcement program. A total of 108 narcotics arrests related to Housing Authority property and the immediate surrounding areas were generated during fiscal year 1990-91. The Narcotics Bureau conducted several buy programs and initiated five search warrants in the area, resulting in six arrests. In the past seven years, this special drug enforcement program has been very successful as it has reduced the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department. For the 1991-92 county fiscal year, the Sheriff's Department is requesting that $2,742 be carried forward and that an additional. $12,258 in funds be provided by the Housing Authority to continue this special drug enforcement program. At its Regular Meeting on Monday,. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request, the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department would increase sharply. Additionally, the Board of Commissioners would be acting in a manner contrary to its position to provide safe housing for low-income families in Contra Costa County.
