RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit a $200,000 Community Development Block Grant (CDBG) funding application for 1992-93 to develop and rehabilitate a homeless facility at 1391 Shell Avenue, Martinez to serve homeless single women and families and to EXECUTE all forms necessary in this endeavor, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The $200,000 being requested in a CDBG application is necessary to supplement $452,900 which has been secured from federal Stewart McKinney funds and the Contra Costa County Housing Bond Trust Fund. The total of $652,900 will be used to rehabilitate a County homeless facility for single women and families. III. REASONS FOR RECOMMENDATION/BACKGROUND: 1391 Shell Avenue, Martinez was recently acquired by the County. At that time, the Board of Supervisors authorized the Housing Authority to "commence with design planning and rehabilitation activities" to convert the two buildings (a church sanctuary and a single family residence) to a single women and family shelter. Funding has been secured for a significant portion of this project. Further, proposals were solicited for architectural services and an Architect has been selected. Due to continued deterioration of the buildings, discovery of additional struc- tural problems, and the need for additional site work, anticipated costs for a successful rehabilitation project exceed the current amount available. In order to proceed with the construction of this Central County homeless facility, an additional $200,000 from County CDBG funds is needed to match the $452,900 which has been secured. DEPUTY At its Regular Meeting on August 19, 1991, the Advisory Housing Commission voted to recommend approval of a $200,000 CDBG funding application for 1992-93 to successfully rehabilitate the Shell Avenue homeless facility. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request to submit an application for $200,000 in Community Development Block Grant program funds, the Housing Authority would lose a vital opportunity to secure the remainder of the necessary funding to develop the Shell Avenue homeless facility. Additionally, the Board of Commissioners would be adopting a posture contrary to its position of using these CDBFG funds to provide decent, safe and sanitary housing for homeless adults and children.
