SUBJECT: AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR
FUNDING OF HOMELESS FACILITY
I. RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $400,000 Community Development Block Grant (CDBG) funding
application for 1992-93 to develop and construct a homeless facility in Central
Contra Costa County to serve the homeless of Central and East Contra Costa County;
and to EXECUTE all forms necessary in this endeavor, as recommended by the Advisory
Housing Commission.
II. FINANCIAL IMPACT:
The $400,000 being requested in a CDBG application is necessary to match
$552,176 which has been secured from federal , state and CDBG funding commitments from
the cities of Antioch, Concord and Walnut Creek. The total of $952,176 will be used
to develop and construct a central county homeless facility.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On behalf of Contra Costa County, the Housing Authority is planning to develop
and construct a homeless facility in central county to serve the homeless of central
and east county. The Housing Authority, in cooperation with other County
Departments, has been working for the past year to locate a site in central county
and to secure the necessary funding to develop and construct a central/east county
homeless facility. A total of $552,176 has been secured from federal , state and CDBG
funding commitments from the cities of Antioch, Concord and Walnut Creek.
In order to proceed with the construction of a central/east county homeless
facility to serve homeless adults, an additional $400,000 from County CDBG funds is
needed to match the $552,176 which has been secured.
At its Regular Meetin on August 19, 1991 the Advisory Housing Commission voted
to recommend approval of a ?400,000 CDBG funding application for 1992-93 to develop
and construct a central county homeless facility.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request to
submit an application for $400,000 in Community Development Block Grant program
funds, the Housing Authority would lose a vital opportunity to secure the remainder
of the necessary funding to develop and construct a central county homeless faiclity.
Additionally, the Board of Commissioners would be adopting a posture contrary to its
position of using these CDBG funds to provide decent, safe and sanitary housing for
homeless adults.
