RECOMMENDED ACTION: AUTHORIZE the Executive Director of the. Housing Authority of the County of Contra Costa to submit a $200,000 Community Development Block Grant (CDBG) funding application for 1992-93 to construct a child care center in the Los Arboles public housing development in Oakley, as recommended by the Advisory Housing .Commission. II. FINANCIAL IMPACT: The Housing Authority estimates that it will cost approximately $400,000 to construct a child care center at the Los Arboles public housing development in Oakley. Fifty percent (50%) of the necessary funds, or $200.,000, is being sought from the Contra Costa County Community Development Block Grant program. The remaining $200,000 will be sought from other public and private funding sources. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Housing Authority currently owns and manages ten family public housing developments in eight different locations. Four of the public housing locations - Pittsburg, West Pittsburg, Rodeo and Brentwood - have various child care programs which serve the residents of public housing as well as the surrounding community. Two of the locations - Antioch and North Ricmond - have been targeted by the Housing Authority for the development and establishment of child care centers. Some .funding has already been obtained for these proposed child care centers, and the Housing Authority is working on obtaining the remaining funds. There are two additional family public housing developments which do not have any'child care centers- Oakley and Martinez. The Housing Authority's Advisory Housing Commission has targeted Oakley as the next site to establish a child care program. There is a tremendous need for affordable child care services in Oakley to enable many low income, single parent head of households to receive training, complete their education, or be able to go to work. The lack of affordable child care services for these single parents presents a huge obstacle which must be overcome if they are to become self-sufficient. Batchelor, Clerk of the Housing Authority Board of Commissioners Maez��-es BY , DEPUTY Z Board of Commissioners September 10, 1991 Page -2- Therefore, it is vital for the enhancement of the Los Arboles community in Oakley that a child care facility be established which will offer affordable child care services, as well as parent support services. The Housing Authority has some land in the Los Arboles housing development which can be used for the construction of a child care center. In addition, Housing Authority staff has met with the Headstart Program staff of Contra Costa County to see if some additional Headstart funding slots could be made available to the Oakley community if a child care facility was constructed in Oakley. The Headstart Program staff agrees that there is a great need for a Headstart Program facility in Oakley and they would strongly support the allocation of Headstart funding slots. The United Council of Spanish Speaking Organizations would serve as the oon-profit agency operating the Headstart Program facility. This agency is also very enthusiastic about the possibility of operating the facility and would cooperate with the Housing Authority in establishing this greatly needed community service. The Housing Authority received a $35,000 CDBG grant last year for pre-development costs for this facility. Request for proposals for architectural services have been solicited, received and reviewed. Final selection of an architect will be made shortly and we hope to have a preliminary schematic design available by October. At its Regular Meeting on August 19, 1991 the Advisory Housing Commission moved to recommend approval of the submission of a $200,000 CDBG funding application for 1992-93 for the construction of a child care center at the Los Arboles public housing development in Oakley. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request to submit an application for $200,000 in Community Development Block Grant program funds, the Housing Authority would not be able to proceed with plans to develop and establish a child care center at the Los Arboles public housing development in Oakley. Additionally, the Board of Commissioners would be impeding the low income residents of the Los Arboles public housing develoment, and the surrounding community, from obtaining affordable child care services.
