SUBJECT: Acosta Group Proposal for a Co-compost Facility
in the Central Contra Costa Area
The Board having received a December 9, 1983, letter
from Joaquin E. Acosta, Jr. and Associates, P. 0. Box 10939, Marina
del Rey, California 90291, requesting that the Board allocate thirty
minutes during December for a film presentation and discussion
relating to a co-compost facility and that subsequently a Task Force
be established to further such waste management efforts; and
Board members having expressed a desire a view the film,
IT IS ORDERED that the aforesaid proposal is REFERRED to the Public
Works Director for review with instructions to work with the Clerk
of the Board in scheduling a time on the agenda for presentation of
the film to the Board.

RE: Request to Appear Before the Board
In our previous meetings with some Members of your Honorable
Board and other County Staff, we discussed advantages and procedures
by which the Acosta Group Proposal for a co-compost, facility
in the Central Contra Costa area could be properly presented
for subsequent discussion and action by appropriate parties.
We are requesting that your Honorable Board set aside a thirty
minute period for our film presentation and informational discussion
during the month of December, 1983 at a regularly scheduled
Board meeting.
We would also request that the Board of Supervisors, after partici-
pating in the discussion with us, establish a "Co-Compost Task
Force" which would include the following representation:
(a) one Supervisorial Appointee each;
(b) representation from the Solid Waste Management Commission;
(c) representation from each City within the County
appropriate to the Central area concept;
(d) representation from County departments such as
Chief Administrative Officer (Chair)
Public Works
County Counsel
Auditor/Controller
Environmental Services
We would further suggest that this group be assembled for one
meeting with the Acosta Group Proposers. At that three hour
meeting, we would detail all aspects of our Proposal so that
your Honorable Board could receive a joint presentation by the
Acosta Group and the CAO within ten days of our first joint
meeting.

If the Task Force and the Board concur with our next step, we would
identify a procedure by which the Acosta Group Proposers would bring
a detailed Market Plan and Financial Plan to the County which would
guarantee three deliverables:
(1) a fixed price for Capital Costs in design, construction,
management and operation of a 850 to 1000 ton per day co-compost
plant with a thirty percent private equity over a twenty year period
for the retirement of the debt, and beyond;
(2) a fixed price of Operations & Maintenance Costs plus inflation
over this same twenty year period; and
(3) a constant revenue from a uniform quality set of end products
over the same twenty year period.
The Acosta Group Proposers will provide your Board with all this
information, some of which will be proprietary and confidential , at
no expense to the County or to any participating City. And we will
provide this information within a 90 to 120 day period. All appro-
priate guarantees and liabilities will be provided.
For your further information, we have assembled an excellent
consortium of professional entities that would provide guaranteed
services to the completion of the most unique waste management
facility in the country. These firms include:

For your information, Acosta & Associates, Inc. , our co-composting
subsidiary holds the rights to the California representation of the
Ruthner co-composting process and has obtained corporate guarantees
and contractual agreements from all subcontractors identified in 'the
Acosta Group.
