Accept report on status of planning for Martinez-Benicia Water
Shuttle.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 12, 1991, the Board of Supervisors adopted :a' resolution
which (1) supported the study of a water shuttle serv=ice:•.�betvieen•
Benicia and Martinez as part of the MTC Bay Area Ferry -Plan; ,.(2) . .
directed staff to participate in the development of this plan; (3)
requested the Transportation Committee to monitor progress; and (4)
requested that Supervisor Fanden be kept informed of developments.
A chronology of events related to this study is attached. Staff
from Martinez, Benicia, and the County met in April and developed
a service concept which calls for attracting both commuters and
recreational\bicycle traffic to the water shuttle and linking the
service with existing transit routes. Potential funding sources
for this service include Regional Measure 1, Proposition 116, and
Caltrans funding which is committed to meeting the BCDC requirement
of providing a bicycle/pedestrian crossing of the Strait.
On July 12, this concept was presented to MTC staff, who agreed to
include the Martinez-Benicia route in the MTC study. The: ,. first
phase of the MTC Plan, the evaluation of existing ferry services;
is nearing completion. It is expected that a report. will be.
finalized in September. MTC will form a Policy Committee, which
will be a subcommittee of the Work Program Committee, to guide the
development of Phase II, the evaluation of potential new services.
Potential new routes will be screened and those selected for study
will be analyzed with respect to vessel type, patronage forecasts,
funding requirements, supporting facilities, etc. A final report
will be prepared by the end of the year.

CONCEPT OF SERVICE
June 1991
It is proposed that MTC include evaluation of ferry service between
Benicia and Martinez as part of Phase II of the Regional Ferry
Planning Study currently underway. This service would be designed
to meet the following objectives: ( 1 ) relieve traffic on the
Benicia-Martinez Bridge during peak periods by attracting commuters
living in Solano County and working in the Martinez area; ( 2)
provide an interim bicycle connection between Contra Costa and
Solano Counties, meeting the BCDC conditions placed on Caltrans
permit for widening the existing bridge; ( 3 ) serve the tourist and
recreational markets of Martinez and Benicia. The following
concepts are intended to indicate the general parameters of the
service:
Route: Benicia marina to Martinez marina
Vessels: Up to 25 passengers
Target ( 1) Commuters
Ridership: ( 2 ) Bicyclists
( 3 ) Tourists and Recreational Traffic
Frequency Weekday peak periods and intermittent during
of Service: weekdays and weekends
Support Designated parking areas at both marinas;
Facilities: Reroute Benicia Transit and CCCTA buses to meet peak
hour service

Chronology of Activities
The following is a chronology of the major activities in the
development of the Martinez-Benicia Water Shuttle service plan:
Jan 23 Supervisor Fanden convened roundtable discussion to
formulate an action plan for development of a water
shuttle service across the Carquinez Strait for bicycles
and pedestrians;
Feb 6 City of Martinez adopted resolution supporting MTC study
and requesting inclusion of Martinez-Benicia route;
Feb 12 Board of Supervisors adopted board order and resolution
supporting MTC Bay Area Ferry Plan and requesting that
Martinez-Benicia route be studied;
Feb 19 Contra Costa Times editorial supported ferry service;
Apr 10 Staff task force from two counties and two cities met to
formulate concept for ferry service;
Apr 12 Staff attended MTC Ferry Study TAC meeting and requested
inclusion of Martinez-Benicia Route in Phase II of study;
Apr 24 Meeting of Martinez-Benicia Bridge Ad Hoc Bicycle
Committee concluded that a path on existing bridge was
not feasible and that proposed ferry service should be
pursued;
Jun 5 "Trial run" of ferry for staff;
Jul 12 Staff met with MTC staff; agreement to include Martinez-
Benicia route in Phase II of study;
