Request the County Administrator to convene a Committee consisting of representatives from all departments which plan any activities for Red Ribbon Day to insure that all such activities are coordinated and that each department is aware of the activities being undertaken by each other department. 2. Request the County Administrator and Health Services Director, along with all other departments which are planning activities during Red Ribbon Week, to report on the nature and status of each . of those activities at this Committee' s meeting on September 9, 1991. 3 . Agree to schedule an "Acknowledgement Breakfast" in Room 108 just prior to the Board meeting on September 24, 1991, to be followed by a brief presentation at the Board meeting at 9: 00 A.M. This will provide an opportunity for the Board of Supervisors to acknowledge the extensive volunteer work provided to the County by the Regional Coordinators, community task force chairs and others whose contributions during the past year have substantially furthered the Board' s goals in the area of Drug and Alcohol Prevention. 4. Agree to have the next Coordinating Committee meeting in late September or early October and ask the Regional Coordinators to return to our Committee on September 9, 1991 with an agenda for that meeting. 6. Ask the Regional Coordinators to determine ways in which cities and the County can establish better linkages with the schools in regard to drug and alcohol prevention programs so that we can encourage implementation of DARE countywide and insure that Challenge Days are used on as many campuses as possible. BACKGROUND: This is the latest in our series of monthly reports to the Board of Supervisors on the status of the implementation of the Countywide Drug and Alcohol Action Plan and related activities. On July 22, 1991 our Committee met with the Health Services Director, Mark Finucane; Alcohol Program Administrator, Jerry Nava; Drug- Program Administrator, Chuck Deutschman; OSAP Project Director, Vic Colman; and the Regional Coordinator for the San Ramon Valley, Dave Stegman. Mr. Finucane presented the attached reports, from which we have drawn the majority of our recommendations. Mr. Stegman also provided us with an update on the activities of the Regional Coordinators and the planning which is underway for the next Countywide Coordinating Committee meeting. Mr. Stegman also noted that in his opinion the Action Plan was working and that we simply need more coordination among all elements of the community and more participation in the planning process for the Coordinating Committee. Supervisor McPeak noted her concern that some elements of the Action Plan are not receiving as much attention as they need. For instance, treatment program linkages among various jurisdictions are needed, there is a general need for more exchange of information to avoid duplication of effort and a need to more closely link the County' s efforts with those of the school districts. Supervisor McPeak also announced that Andy Mecca, Director of the State Department of Alcohol and Drug Programs has signed an agreement with CSAC Council on Partnerships. A Conference will be held October 28 and 29 to design a mechanism for implementing the Master Plan Statewide. Dr. Mecca apparently wants to use the model developed by Contra Costa County in formulating the Action Plan as a process by which communities statewide can "buy-in" to the Master Plan for Alcohol and Drug Programs. We look forward to further status reports at our meeting on September 9, 1991, following which we will make a further status report to the Board of Supervisors. cc: County Administrator . Schroder Supervisor Sunne Wright cPeak INTERN =PETI COMMITTEE FROM: Mark Finucane Health Services Director SUBJECT: Update on Countywide Drug and Alcohol Action Plan DATE: July 22, 1991 The following is a report from the Health Services Director on the status of the implementation of the Countywide Drug and Alcohol Action Plana Two items are initially highlighted based on discussion from the last IO Committee meeting, then are followed by a number of general items. RED RIBBON WEEK: I would recommend to the IO Committee that a County Steering Committee be convened to best coordinate Red Ribbon Week activities by the various County departments. I would further recommend that Claude Van Marter chair this Steering Committee. Several ideas and plans currently being implemented by the Alcohol and Drug Abuse Administration include: 1. "How To" manuals specifically designed for each sector of influence (i.e., Government, Schools, Industry, Community) are currently being compiled for distribution to regional coordinators and community task force chairpersons. . 2. The possibility of an Alcohol and Drug Program Health Fair is being explored. Recent discussion with the regional coordinators revealed that the timing of such an event during Red Ribbon Week is not prudent given the wealth of activities currently being planned in each community. 3. At the request of Supervisor McPeak, we are exploring the feasibility of a large prevention media campaign similar to the Orange County Sheriffs Department's "Drug Abuse Is Life Abuse" campaign. The Prevention team has contacted Marty Fischer (Regional Coordinator, Lamorinda)who works for Baton, Barton, Durstein, and Osborne (an advertising firm in San Francisco). We will be coordinating a breakfast meeting with Sup. McPeak, Marty Fischer, Kathy Padro, along with myself to discuss particulars. 4. Materials have been ordered to provided ribbons for the 6,000 county employees and the ribbons will be dispersed the week of October 14, 1991. 5. A board proclamation is being drafted and a special presentation of ribbons to the Board is scheduled for October 15, 1991 at 9 a.m.. 6. Other ideas include involving juvenile hall, restaurants, and treatment providers as well as drug education workshops for employers. There have also been suggestions for displays, including banners at each city hall and a display set up at Meritthew Hospital. 7. Some community task forces are planning special events like non-alcoholic beverage contests, RRW booths at local malls, and other fiesta style prevention activities. A summary of all Red Ribbon Week activities to be held within the County will be presented at the next IO Committee meeting COUNTYWIDE DRUG AND ALCOHOL COORDINATING COUNCIL: The second item to be followed up is a proposed date, time, place and agenda for the next meeting of the Countywide Drug and Alcohol Coordinating Committee. The Regional Action Plan Coordinators have met on July 17, 1991 and, at that time, discussed this issue. Their suggestions will be reported to IO Committee on Monday, July 22. OTHER ACTION PLAN UPDATES: * The five subcontracts to implement the OSAP Community Partnership grant have been drafted and are wending their way through the County system. As of July 16, 1991 four of the five subcontracts have met with Board approval. Again, to summarize the five subcontracts will be awarded to: - United Way of the Bay Area (Delta 2000): East County; - Opportunity West: West County; - Community Services Group: South County; - City of Concord: Central County; and - The Organization for Youth Services: Lamorinda. * With the subcontracts set to begin, the various regions are beginning the hiring process for prevention coordinators. Central County Steering Committee has just finished an exhaustive search (over 90 candidates applied) and have hired their top choice. 2 • The Prevention team hosted the first planning forum for the Black Women's Media Project which will take place in Richmond on October 19th to kick off Red Ribbon Week- • -Ibe Prevention staff, representing a Partnership for a Drug Free Contra Costa, will be co-sponsoring a special Labor Day event with Brookside Hospital. A social tea will be provided targeting high risk pregnant females (hence the idea of 'Labor Day'). The event will have a perinatal substance abuse prevention focus. Channel 4 is intrigued with perinatal issues and will be attempting to find air time for a 30 minute spot. • The Department has responded to several requests recently for printed information and speakers on the Drug Free Workplace policy. • The Department was represented at the recent Women in Crisis conference hosted by the Youth Services Bureau. Much of the information and resources will be disseminated through the regional coordinators. • The Department participated in the Children's Coalition Media Breakfast providing current data on substance abuse issues and youth (infants to adolescents) and supplied resource materials on services to adults and youth across the county. • The entire clerical staff in Program Administration were provided six hours of training on substance abuse issues and resources to enhance their abilities to better serve the public. REVISED PLAN - OVERVIEW ■ Alcohol and Drug Programs allocated $99,000 to plan for and implement a five year Alcohol and Drug Abuse Master Plan. ■ In late April, new guidelines were promulgated to allow for a second year; postpones five year plan until the end of that year. ■ Master Planning for the remainder of this project year entails: ■ CALL. Research will complete countywide reports on extent of the County's alcohol and drug problem. ■ A second Master Plan Advisory Committee Meeting will be held. August ■ Third Master Plan Advisory Committee will be held. Participants will review ,County alcohol and drug abuse indicator data, and will review the Renewal Application which requests second-year funding. September ■ Renewal Application is forwarded to the Board of Supervisors for approval. II.
