REPORT ON THE GOALS AND OBJECTIVES FOR THE USE OF THE
SUBJECT: COMMUNITY SERVICES BLOCK GRANT FUNDS DURING CALENDAR YEAR 1992
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Concur with the Economic Opportunity Council' s
recommendation that the Community Services Block Grant
(CSBG) funds received for calendar year 1992 should be
focused on programs in the following areas:
* Employment
* Education
* Prevention of Starvation and Malnutrition
2. Include in the RFP which is issued for the CSBG funds, as
one of the factors which will be weighted in determining to
which agencies a contract will be awarded, the fact that, to
the extent permitted under federal law, a preference will be
given to any agency bidding on these funds where, the agency
has a historic role as a human services provider in the
County and is able to continue to fulfill that role.
3 . In order to provide time for the Board of Supervisors to
give full consideration to the recommendations of the
Economic Opportunity Council for the award of contracts for
1992 CSBG funds, ask the Economic Opportunity Council to
make every effort to provide their recommendations to the
Board of Supervisors in time for the Board of Supervisors'
agenda on November 19, 1991, with the understanding that the
Board of Supervisors will award contracts for services on
December 17, 1991.

BACKGROUND:
On July 16, 1991, the Board of Supervisors referred to our
Committee the Goals and objectives for the use of CSBG funds for
calendar year 1992.
Our Committee met with Doug Hargrove, 1990-91 Chair of the
Economic Opportunity Council, Lou Rosas, 1991-92 Chair of the
Economic Opportunity Council, Joan Sparks, Executive Director of
the Community Services Department and members of her staff on
July 22, 1991.
Our Committee reviewed the attached recommendations from the
Economic Opportunity Council and Community Services Director.
These priorities have been identified by the Economic Opportunity
Council on the basis that many of their other priorities are
already being addressed, either by other programs within the
Community Services Department, such as youth at risk, or by other
programs elsewhere within County government, such as housing
which is addressed both within and outside of the Community
Services Department.
We have suggested that priority be given to agencies which are
providing services within the County and have been doing so
historically and which are in a position to continue to fulfill
this role.
We are also asking that the Economic Opportunity Council provide
the Board . of Supervisors with their recommendations somewhat
earlier than has been the case in the past so the Board has
adequate time to fully review and consider the recommendations of
the Economic Opportunity Council before a decision to award
contracts is made.

Attached is a recommendation of the Program Development Committee of EOC. The
committee and EOC Council members, after analysis of the CSD proposed budget,
feel that its commitment to Youth at Risk and Housing, as top priorities, are
being met.
Item - 87% of the CSD budget is devoted to Children and Youth
Item - 8% of the CSD budget is devoted to Housing
The EOC members would like to discuss and maybe reach concensus with the I.O.
Committee around the Community Services Block Grant funds which represent 5% of
CSD's budget, with the understanding that more than half that 5% is needed for
CSD's administrative costs.

Subj: 1992 CSBG Priorities
The PDC has met and discussed the priorities to use for soliciting and evaluating Requests
for Proposals from community service agencies. The PDC recommends to the EOC that
the following be the priorities for the 1992 Community Services Block Grant program(not
listed in order of preference):
1.Employment
2.Education
3.Prevention of Starvation and Malnutrition
In determining these priorities,the PDC evaluated our 1991 goals and the input received
from the public hearing. In addition,data from the Community Services Department
shows that most of our 1991 priority areas are receiving financial support from other
programs within the county(see attached CSD budget figures).
By limiting our priorities,we should be able to improve the RFP process and better utilize
our shrinking CSBG funds. Please be prepared to discuss this at our June 19 meeting and
to approve our recommendation so that we can move forward in gaining Board of
Supervisor concurrence on these priorities.
