Express the Board' s appreciation to County staff and the staff of the Community College District for being able to cooperatively work out a satisfactory solution to the access concerns which had been raised by the Human Relations Commission in regard to the Training Institute at the George Gordon Education Center. 2 . Authorize the Chairman to send a letter to the Community College District Board of Trustees and Chancellor, expressing the Board' s appreciation for the cooperative manner in which this matter has been handled. 3 . Remove this item as a referral to our Committee. BACKGROUND: On February 26, 1991 the Board of Supervisors referred to our Committee a letter from the Chair of the Human Relations Commission expressing the Commission' s concerns about the difficulty being experienced by some disabled individuals in gaining access to the Training Institute on the second floor of the George Gordon Education Center. On May 7, 1991 our Committee made a status report to the Board and requested that staff make a concerted effort to address the concerns which had been expressed. O� DEPUTY M382 (10!88) CL d I.O. -3 On July 22, 1991 our Committee met with the Coordinator for the Human Relations Commission and staff from the County Administrator' s Office. We received and reviewed the attached staff report indicating the steps which have been taken or agreed to in an effort to make the Training Institute as accessible to the handicapped as possible. All parties present were pleased with the manner in which this item has been resolved. We are, therefore, asking that the Board express its appreciation to staff and the Community College District for their cooperation in successfully resolving this issue. No further action by our Committee or the Board appears needed at this time. cc: County Administrator County Counsel Director of Personnel DeRoyce Bell, Deputy County Administrator Ami Mezahav, Coordinator Human Relations Commission OFFICE OF COUNTY ADMINISTRATOR CONTRA COSTA COUNTY Administration Building Martinez, California To: Internal Operations Committee Date: July 10, 1991 (Supervisors Schroder and McPeak) From:Caropital Subject: George Gordon FaciVft�eps A�Analyst Center Access In accordance with the April 22, 1991 Board Order, staff from the Human Relations Commission and the County Administrator's office met with Community College District staff to review issues regarding the accessibility of the George Gordon Center, 500 Court Street, Martinez, CA. County representatives met with Thomas Beckett, Director of Facilities Maintenance for the Contra Costa Community College District. The results of the meeting are as follows: 1. Increase nighttime lighting at the first floor entrance. Mr. Beckett advised that the building has outside lighting. However, due to the usual non-occupancy of the building after 5:00 p.m. and implementation of energy conservation measures, the outside lights are not routinely turned on in the evenings. There is one control switch for the lights and it is located in the mechanical room. Mr. Beckett offered to locate and label another control switch outside the mechanical room in the first floor area. Sponsors of evening meetings will then have direct access to the control switch. 2. Keep the elevators unlocked during office hours and evening meetings to assure ready access to the second floor. Mr. Beckett advised that several years ago, the elevators were unlocked during office hours. However, there were incidents of persons coming to the County second floor operations and then roaming through the College District operations on the other floors. Mr. Beckett agreed to another trial basis of unlocking the elevators during office hours. In order to discourage persons from roaming through the building, the College District will install a sign in the elevator indicating the location of the County Training Institute and the County will post a notice on the second floor that users of the training facilities are restricted to the first and second floors only. However, should any problems arise due to the elevators being unlocked to the second floor, the College District reserves the right to lock the elevators again. The elevator to the second floor could also remain unlocked for evening meetings. However, for security reasons, the first floor entrance doors cannot remain unlocked during evening meetings. When the Community College Governing Board holds its monthly meetings, the College District has a representative stationed in the lobby. The door is unlocked prior to the start of meeting time. However, the door is then locked once the meeting begins and the District representative remains in the lobby during and after the meeting to .provide access and monitor exit from the building. Any County department scheduling evening meetings would be required to follow these same procedures. 3. Eliminating the restriction that only those with disabilities can use the elevator. Since the elevators to the second floor will be unlocked, persons will have direct access to them and will. not be required to disclose any disability. The Community College District was very cooperative in developing the solutions to the issues described above. It is anticipated that this same spirit of cooperation will follow as the new procedures are implemented.
