SUBJECT: CONSIDERATION OF ADVISORY BALLOT LANGUAGE FOR THE
DISCOVERY BAY AREA FOR A COMMUNITY CENTER
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFI-
CATION
I. Recommended Action:
1) CONSIDER AND ADOPT the following advisory vote measure for presentation to
the voters within County Service Area (CSA) M-8 for their approval or denial on the
November 5, 1991. election ballot.
"Shall the people of Discovery Bay support the location of the
community center on the school property adjacent to the Discovery
Bay Elementary School with the commitment of the school district to
construct and maintain a 1.0,500 square foot facility?"
2) DIRECT County Clerk (Elections Clerk) to take all steps necessary to place the
above noted ballot measure on the November 5, 1991. ballot for County Service
Area M-8 and this election be conducted with any other elections scheduled for
November 5, .1991 within the CSA M-8 territory.
II. Financial Impact:
Ballot measure will be funded by County Service Area M-8.

III. Reasons for Recommendations and Background:
For several years, the CSA M-8 Citizens Advisory Committee (CAC) in Discovery Bay has
been pursuing the concept of a community center for Discovery Bay in the Byron area. A
community center has been discussed as a part of the overall parks master plan for the Ed
Cornell Park located on Discovery Bay Boulevard and Willow Lake Road. Some
controversy, however, has arisen over whether or not this is the most appropriate site and
size for a community center in Discovery Bay. An extensive community process has been
conducted over the last few months to determine which site the community actually prefers
and which types of activities are the most compatible with the needs of the community.
Additionally, the attached survey was mailed to all Discovery Bay residents to assess the
community's recreation needs and identify the community's preference. The CSA M-8 CAC,
the Discovery Bay Property Owners Association, the Byron School District, the Lions Club,
Discovery Bay Club Residential Association, and other individuals have been involved in this
process. Four community meetings and workshops have also been held on the subject.
The Byron School District is sponsoring a ballot measure on the November 5, 1.991 ballot
for an $1.1.1 million school facilities general obligation construction bond measure. If the
School District's measure passes, the District will proceed with plans for a 10,500 square foot
building. This plan will include a large gym/multipurpose room and meetings rooms. The
School District his expressed a willingness to adjust the plans of the building to meet the
needs of the Discovery Bay community. The Byron School District would commit to making
significant portions of the community center available to the public during school hours, as
well as the rest of the week. Also if the measure passes, monies could he used to furnish
the community part of the building or finish the Ed Cornell Park.
If the ballot measure is not passed, the School District will have to revert to the smaller
multipurpose room proposal and CSA M-8 may have to make a commitment of funds in
order to construct the larger facility.
A crucial decision needs to be made on the location and the best way to test this would be
through an advisory measure ballot on all the facts and information that have evolved in the
process over the past few months.
